Collisions, Predation, and Bird Populations

Recent research suggests that collisions with buildings and communication towers have no significant effect on bird populations. These findings raise additional questions about the often-implied connection between predation by free-roaming cats and declining bird numbers.


According to the American Bird Conservancy, 300 million to 1 billion birds are killed each year in “collisions with glass on buildings, from skyscrapers to homes.” As many as 50 million more are killed annually by communication towers.

Yet, according to a study published last September in the open-access, online publication PLoS ONE, “this conspicuous source of mortality has had no discernible effect on long-term population dynamics among North American landbirds.” [1]

“At worst,” suggest authors Todd Arnold and Robert Zink, conservation biologists from the University of Minnesota, “collision mortality could be described as an added burden for populations already in decline for other reasons.” [1]

Which would seem to be, if not good news for the folks at ABC, then at least news. (Even solutions “that can greatly reduce avian collision mortality at manmade structures,” warn the researchers, “will not halt population declines among North American migratory birds.” [1])

So, why is there no mention of this study—published nearly six months ago—on the ABC website?

I suspect it will never appear there—or in any ABC publication. And they’re certainly not going to mention it to the media—too many awkward questions about contradictory assertions, resource allocation, and the like. After all, this is an organization that prides itself on using “the best available science” to shape policy.

(To be clear: Arnold and Zink are not opposed to “the deployment of simple design solutions that can greatly reduce avian collision mortality at manmade structures,” [1] despite the rather dire results of their analysis.)

The Study
To better understand potential population-level impacts, Arnold and Zink compared “long-term records of avian mortality from communication towers and urban buildings… with population estimates and trend data from the North American Breeding Bird Survey.” [1] The relative vulnerability of various species (188 in the case of communication towers, 147 for buildings) was quantified by comparing the proportion of birds killed in collisions with towers and/or buildings with their proportion in the overall bird population.

Species with very high collision mortalities relative to their abundance were dubbed “super colliders,” while species with very low instances of collisions relative to their numbers were dubbed “super avoiders.”

The spread between the two extremes is astonishing. Bay-breasted warblers, for example, were found to be 236 times more likely to collide with towers than would be predicted by chance alone (but are nevertheless considered a species of Least Concern). Horned larks, on the other hand, are 688 times more likely to avoid the same towers.

Fascinating work! What caught my eye, though, was the authors’ suggestion that their analysis technique would be appropriate for assessing “many poorly quantified conservation threats [including] house cat predation.” [1]

Future (Hypothetical) Study
Curious, I contacted Arnold, asking him how one would go about conducting such a study. Surely, obtaining an accurate count of mortalities due to predation is far more complicated than tallying mortalities due to man-made structures (itself, no trivial undertaking).

In fact, the greatest challenge, suggests Arnold, is not the data collection or subsequent analysis.

“In order to do the scientific study that you asked about, it’s necessary to approach it objectively, and I’d worry that anybody tackling this issue would be in one camp or the other, and the study really demands an impartial referee. A possibly better alternative would be to get members of both sides to agree in a mediated discussion what would constitute a valid study of the issue, and how such a study would be designed, implemented, and interpreted.”

Fair enough. Still, though: if implementation and interpretation pose particular challenges, the design of the study is actually fairly straightforward. “To apply the approach that we used for tower and building collisions,” Arnold says, “you would need to assemble a large data set on what species of birds are killed by cats.”

“It would probably take a large network of citizen scientists to accumulate a database on species composition of cat-killed wildlife; they would need to be people who had frequent and regular access to one or more cats—so, cat owners, cat monitors, and cat stewards who would agree to participate on a long-term basis. It would be important that sampling wasn’t driven by spectacular events (e.g., a cat owner ignores several non-descript House Sparrows that their cat brings home, and only submits information when a colorful Northern Cardinal gets killed). Conversely, you’d need to worry about people who might report only the boring and common things and fail to report when a rare or well-loved bird is killed because they are ashamed or fear backlash from the bird-loving public.”

Proper identification of each species would, of course, be critical. This, says Arnold, could be done using digital photos or by collecting remains (a method often employed in predation studies [2] and [3] and [4]).

“The study would have to continue until several thousand birds had been identified to species (Bob Zink and I worked with data sets that were a minimum of about 5,000 dead birds). From the mortality records, one would first identify the species that were most vulnerable to cats by comparing their proportion in the cat-kill data to their expected proportion based on population estimates. So, say for example, that juncos and American robins were 5.2 and 3.2 percent of the mortality records, but only 1.3 and 1.6 percent of the total bird population, then they’d be 4 and 2 times more vulnerable to cats than expected by chance. Other species would be less vulnerable than expected by chance. This part of the study would identify which species of birds were most vulnerable to predation by cats, and a priori I’d expect to see that ground-feeding birds like juncos and robins were more vulnerable, as well as urban- and suburban-adapted birds like robins, starlings, chickadees, etc.”

As Arnold and Zink point out in their paper, “total body counts reveal little about relative mortality risk for each species”—a fact often overlooked or ignored by those trying to link predation by cats to declining bird populations. And so, “the final—but critical—step” in our hypothetical study, says Arnold, “is to ask: Does this mortality factor matter do bird populations?

“It obviously matters to the individuals that were killed, but given that 40–50 percent of the fall bird population is probably not going to be alive one year later, the focus here has to be on long-term population dynamics. And so, the final step would involve correlating the measure of vulnerability to cat predation from the first step with long-term population trends for these same species. If one finds that cat predation rates are not correlated with bird population trends, then it’s time to stop vilifying cats for bird declines (with the important caveat that it might still be important for one or two endangered/threatened species). If one finds that cat predation rates are negatively correlated with bird population declines, then it suggests that cats might be an important limiting factor of birds populations (with the important caveat that it might be due to some other unmeasured factor that is also correlated with cat predation).”

What We Already Know
Unfortunately, I’m in no position to undertake the study Arnold describes. And, in any case, am (unapologetically) in “one camp or the other.” (That said, I’d jump at the chance to be part of the aforementioned “mediated discussion.”)

On the other hand, there’s already plenty of research suggesting that predation does not necessarily result in population-level impacts. In The Domestic Cat: The Biology of Its Behaviour, for example, Mike Fitzgerald and Dennis Turner thoroughly reviewed 61 predation studies, concluding rather unambiguously: “We consider that we do not have enough information yet to attempt to estimate on average how many birds a cat kills each year. And there are few, if any studies apart from island ones that actually demonstrate that cats have reduced bird populations.” [5]

Also: it’s well-known that predators—cats included—tend to prey on the young, the old, the weak and unhealthy. Indeed, at least two research studies have investigated this phenomenon in great detail. In one, researchers comparing the fat reserves of birds killed by cats to those of birds killed through non-predatory events (e.g., collisions with windows or cars) found that “mean fat scores evident in the cat-killed birds… were sufficiently low that these individuals were likely to have had poor long-term survival prospects.” [6]

In another study, researchers found that songbirds killed by cats tend to have smaller spleens than those killed through non-predatory events, leading them to conclude that “avian prey often have a poor health status.” [7]

As the UK’s Royal Society for the Protection of Birds notes: “It is likely that most of the birds killed by cats would have died anyway from other causes before the next breeding season, so cats are unlikely to have a major impact on populations.” [8]

(Frank Gill makes this very point in the third edition of Ornithology: “With some conspicuous exceptions… predators don’t limit or regulate the bird populations on which they prey. Instead, they take weak, sick, and young birds, many of which are part of the surplus that exceeds locally limiting food supplies.” [9] When it comes to cats, however, Gill considers “managed feral cat colonies [to be] potentially a serious threat to local bird populations.”)

Granted, the studies referenced above are no substitute for the one Arnold describes. And I don’t expect ABC to “stop vilifying cats for declining bird populations” anytime soon.

Nevertheless, Arnold and Zink’s findings ought to make it more difficult for ABC (or any other organization blaming cats for declining bird populations) to continue using cats as scapegoats. After all, even using the figures cited by ABC, it seems quite likely that collisions with buildings and communication towers are responsible for more bird deaths than are cats.* And the man-made structures are taking out healthy individuals.

Of course, as Arnold notes in his e-mail, bird species vulnerable to man-made structures may not be vulnerable to predation by cats, and those vulnerable to predation by cats may not be vulnerable to collisions. Still, taken together, all of this research begs the question: If building- and tower-collisions aren’t having population-level impacts, how likely is it that free-roaming cats are?

Which is exactly what I asked Darin Schroeder, ABC’s Vice President of Conservation Advocacy, and Steve Holmer, their Director of the Bird Conservation Alliance. That was three weeks ago.

*According to The American Bird Conservancy’s Guide to Bird Conservation, “532 million birds [are] killed annually by outdoor cats.” [10] Though far less than the “one billion birds” sometimes cited by TNR opponents, [11] ABC’s “estimate” is based on some dubious assumptions.

Portland Tribune Letter to the Editor

My sincere thanks to the folks at the Portland Tribune for publishing my letter to the editor, written in response to their January 19 story, “Fowl play: birders clash over wild-cat spaying.”

Why doesn’t anybody pin down Steve Holmer or anybody else at the American Bird Conservancy when they make their indefensible claims? Hundreds of millions of birds each year? Where’s the science to support such an assertion?

Aggregate predation figures, such as those routinely used by the ABC (as well as the U.S. Fish and Wildlife Service, and others), can typically be traced to small—often flawed—studies, the results of which are subsequently extrapolated from one habitat to another, conflating island populations (where the presence of cats can have dire consequences) and those on continents, combining common and rare bird species and so forth.

Something else to keep in mind: predators—cats included—tend to prey on the young, the old, the weak and unhealthy. As the UK’s Royal Society for the Protection of Birds notes: “It is likely that most of the birds killed by cats would have died anyway from other causes before the next breeding season, so cats are unlikely to have a major impact on populations.”

All of which raises serious doubt about the implied connections—both direct and indirect—between predation and population impacts. Indeed, there is plenty of scientific evidence to suggest that such a connection is relatively rare and highly context-specific.

While I’m pleased to see [conservation director of the Audubon Society of Portland] Bob Sallinger supporting trap-neuter-release, he makes essentially the same error when he says, “There’s no question that outdoor cats are harming the local wild bird population.” Rehab intakes provide, at best, a soda-straw view of the world. It’s a bit like making conclusions about a community’s human population based on one’s experience as an ER nurse.

What’s truly bizarre about ABC’s “mayors letter” is their suggestion that policies prohibiting trap-neuter-release and the feeding of outdoor cats would, as ABC’s media release puts it, “stop the spread of feral cats.” Again, where’s the science to support such a ridiculous claim? That’s easy: it doesn’t exist; indeed, the inevitable result of such policies is, contrary to ABC’s assertion, more cats.

For years now, ABC has been promoting erroneous and misleading information (e.g., baseless feral cat population numbers, exaggerated/erroneous predation rates, etc.) in their tireless effort to vilify free-roaming cats. No organization has been more effective at working the anti-trap-neuter-release pseudoscience into a message neatly packaged for the mainstream media, and eventual consumption by the general public. Their “mayors letter” is just their latest attempt to fuel the witch-hunt.

Something else not mentioned here—and something ABC’s certainly not going share with the mayors on their mailing list: we can’t kill our way out of the “feral cat problem.”

Mark Kumpf, former president of the National Animal Control Association, refers to the traditional trap-and-kill approach as “bailing the ocean with a thimble.” “There’s no department that I’m aware of that has enough money in their budget to simply practice the old capture-and-euthanize policy; nature just keeps having more kittens.”

I agree that the feral cat population is, as ABC’s Darin Schroeder puts it in his letter, a human-caused tragedy, but let’s be clear: ABC is part of the problem, not part of the solution. Their recent letter is merely a sign of desperation – the result of having neither public opinion nor science on their side.

We Report, You Decide

According to a story in last Saturday’s Akron Beacon Journal, the American Bird Conservancy “estimates there are 90 million wild cats nationwide, part of a free-roaming population that is killing more than a half billion birds annually.”

Beacon Journal readers unfamiliar with ABC’s free-roaming cats “message” probably assumed those “estimates” correspond to real numbers, give or take a few million. For the rest of us—those who know the organization’s line of misrepresentations, inaccuracies, and flat-out fabrications all too well—such “estimates” are taken about as seriously as the claims accompanying wee-hour infomercials.* Indeed, their greatest value, more often than not, is as fodder for another round of Feral Cat Witch-hunt Bingo.

And George Fenwick, ABC’s president, did not disappoint in this regard.

“Our read is really quite clear that free-roaming cats—that includes TNR cats—are proliferating. They are expanding horrifically and the data that we have, that’s been peer reviewed and published, makes it quite clear that there is no evidence that TNR works.”

In fact, what seems to be expanding horrifically is ABC’s witch-hunt—resulting in increasingly desperate, indefensible claims. All of which I pointed out—with quotes and citations from several peer-reviewed, published articles—to Beacon Journal reporter Kathy Antoniotti.

She was, I think it’s safe to say, unimpressed.

“It is my job to make sure that both sides are represented in any story I do,” she told me via e-mail, “and Mr. Fenwick has impressive credentials as a scientist.”

“I realize everyone thinks they are right on this issue. But as a reporter I have an obligation to present both sides of the argument, not to interrupt the information with my personal beliefs.”

Both Sides
Now, in Antoniotti’s defense, she did interview Julie Levy, Maddie’s Professor of Shelter Medicine in the University of Florida’s College of Veterinary Medicine, Alley Cat Allies president Becky Robinson, as well as individuals from nearby One of a Kind Pet Rescue and Dancing Paws Wellness Center for the piece. And, unlike so many reporters, she didn’t frame the debate as “the respected scientists” vs. “the crazy cat ladies.”

Antoniotti also refused to disclose the location of the three managed colonies she refers to in the story’s lede (a professional courtesy not to be taken for granted).

But, still: does her obligation really end with the representation of both sides?

In my reply to her e-mail, I asked Antoniotti if she’d be satisfied with presenting “both sides” of the climate change debate. What about intelligent design, or the MMR vaccine/autism “controversy”?

“I have great respect for journalists,” I continued, “but fully expect that their role is not to present both sides, but to get at, to whatever extent possible, the truth of a story (which means questioning even those with ‘impressive credentials’).”

Why didn’t Antoniotti at least ask Fenwick what ABC proposes instead of TNR—a perfectly reasonable follow-up? (Her failure to do so does not bode well for any subsequent follow-ups in response to ABC’s standard talking points about sanctuaries, the various risks to outdoor cats, and so forth.)

Or, how prohibiting TNR and the feeding of outdoor cats would, as ABC claims in its October 2011 letter to big-city mayors—to which Antoniotti refers in her story—“stop the epidemic spread of feral cats that threaten national bird populations as well as scores of other wildlife.”

Antoniotti was quick to respond, but never addressed these questions, suggesting simply, “we will have to agree to disagree.” She also explained that she’d “spent several days on this article and more than a month on research, when time allowed.”

Well, OK. I, more than most people, understand the enormous challenges of wading through the various claims, published studies, government reports, etc. in search of the truth (generally without the added pressure of deadlines or space constraints). A single report leads to half-a-dozen important articles, each of which leads to others—some of which are easily obtained, while others require connections to a network of libraries and subscription-only databases. Before you know it, you’ve forgotten what you were after in the first place.

On the other hand, some claims are remarkably easy to debunk—such as Antoniotti’s assertion, attributed to the Humane Society of the United States, that, “in seven years, one female cat and her offspring theoretically can produce 420,000 cats.” The Wall Street Journal’s “Numbers Guy,” Carl Bialik, untangled this one more than five years ago:

“Hundreds of media reports have repeated that startling stat… This is one feline number that has nine lives. Though no one I spoke to could say for sure where it comes from, and no one defended it, the myth of the precociously procreating cat has lived on as an advocacy tool for spaying cats for at least 18 years.”

See that? Dig into the claim a little bit, and it turns out there aren’t actually “two sides” after all.

Return to Akron
Meg Geldhof, a veterinarian with One of a Kind Pet Rescue, told Antoniotti that she doesn’t necessarily think TNR conflicts with ABC’s “goal… to reduce the number of feral cats.”

“If we do nothing, then we will continue to have an overpopulation of cats. This actually reduces them. And, isn’t that what they want?”

Good question. What exactly does ABC want? Absolutely no outdoor cats is the obvious the answer. And how do we get there? What’s to be done with the millions of stray, abandoned, and feral cats—90 million of them, if ABC is to be believed?

Here’s a hint: the answer is not sanctuaries. (Actually, I speculated about four possible scenarios in a post last month.)

So why is the press so reluctant to pin down ABC on this issue? For Antoniotti and the Beacon Journal, in particular, this was a missed opportunity. Since Akron approved its “cat ordinance” nearly 10 years ago, it’s become a hotspot in the TNR/free-roaming cat debate.

Ordinance 332-2002 made it illegal for cats to be “off the premises of the owner and not under restraint by leash, cord, wire, strap, chain, or similar device or fence or secure enclosure adequate to contain the animal.” In addition, it became the duty of Akron’s Animal Control Wardens to “apprehend” and “impound” any cats “running at large.”

All of which would, it seems, make the city a kind of poster-child for ABC and its Cats Indoors! program (not quite the ideal fully realized, obviously, but a significant step in what the organization views as the right direction). So, why isn’t Fenwick singing the praises of Akron’s forward-thinking policymakers, bragging about the area’s soaring population of birds now that cats are Public Enemy #1, and so forth? (ABC has, after all, been claiming Akron’s decision as a victory since at least 2004. [1])

Because there are no such success stories, would be my guess.

Now there’s something Beacon Journal readers ought to know about. And, how many cats have been rounded up and killed over the past 10 years as a result of the ordinance. Last year, one of Antoniotti’s colleagues at the paper reported on Summit County Animal Control’s 2010 adoption numbers (“More than 1,925 cats and dogs were adopted last year through the county—the largest number in at least the past seven years. Slightly more cats—986—were adopted than dogs.”), but the story never mentioned the number of pets that don’t make it out the front door. (When I asked Animal Control Manager Christine Fatheree about the agency’s intake, redemption, adoption, and “euthanasia” figures I was told: “These records were destroyed per our records retention schedule and no longer available.”)

Readers (and, since the Beacon Journal is now published online, this audience extends far beyond Summit County) might also like to know how the city’s policy has affected the population of free-roaming cats in the area—assuming, of course, it has. In short: what return have Akron taxpayers gotten for their investment?

Like all controversial stories, such ambitious journalistic undertakings would have (at least) two sides to tell. But the job doesn’t end there. Readers—many of whom are in-the-trenches stakeholders in the debate—expect and deserve better.

* I suspect that 90 million figure is derived, more as a matter of convenience than anything else, from a 2003 paper by Levy, Gale, and Gale, in which the authors write: “The number of unowned free-roaming cats in the United States is unknown, but is suspected to rival that of pet cats (73 million in 2000).” [2] These days, the number of pet cats is estimated to be 86.4 million, according to the 2011–2012 American Pet Products Association National Pet Owners Survey. Now, it’s quite a leap to suggest that for every additional pet cat acquired over the past 12 years in the U.S., there has been a one-cat increase in the free-roaming population—assuming two populations were more or less identical in 2000. Animal People’s Merritt Clifton estimated (also in 2003) that “the winter feral cat population may now be as low as 13 million and the summer peak is probably no more than 24 million.” [3] Later that same year, using roadkill data as a guide, Clifton suggested, “the U.S. feral cat population may have been reduced to as few as five million.” [4] “Since then,” Clifton tells me via e-mail, “the numbers suggest to me that the U.S. feral cat population has been flat, at about 6.5 million in winter, 13–16 million in summer.”

Impaired Vision

Opponents of trap-neuter-return are long on rhetoric, but short on alternatives—at least ones they’ll discuss openly.


We just want the cats gone.

Yeah, well, I want a pony.

I don’t actually say that, of course. Not usually, anyhow—in part, because the two wishes are hardly comparable. If I really wanted a pony, I’d simply go buy one (a rescue, of course; or, as an alternative, contact the Bureau of Land Management, which began its most recent brutal roundup of wild horses and burros in Nevada last year). End of story.

“Removing” cats—a euphemistic reference to an often-fatal course of action—on the other hand, is not the end of the story at all (except, as I say, for the particular cats involved). Where there is adequate food and shelter—and island eradication efforts have demonstrated rather dramatically just how little human assistance the domestic cat requires in this regard—there will very likely be cats. If not today, then it’s very likely only a matter of time.

And still, the call for their “removal”—accompanied by this naive wish that such a move will be a one-time occurrence—is, it seems, continuous.

Last week, Loews Hotels in Orlando, FL, made headlines nationally when the self-described “pet-friendly hotel brand” reversed its position on TNR and on-site managed colonies. Among the news stories brought to my attention this week: the Waco, TX, Lions Club is demanding that Heart of Texas Feral Friends, whose volunteers have been sterilizing and caring for cats in a park owned by the Lions Club, discontinue feeding. According to KXXV News, the cat food “could attract bigger animals that could bite children playing at the park.”

In Harvey Cedars, NJ, 51-year-old Mark Rist has been, according to the Asbury Park Press, “charged with feeding feral cats,” the result of a two-month investigation. According to the paper, Rist was feeding 63 cats in one area—despite what Police Chief Thomas Preiser describes as the community’s “ongoing effort to control feral cats.’’ “It has cost the borough over $5,800 in fees to have cats trapped and taken to the animal hospital,” said Preiser. “This is on top of the over $3,000 the borough pays just for animal-control services.’’ (An online petition advocating that the charges be dropped has been started, and has more than 1,650 signatures already.)

And, less than 60 miles away, in Manalapan, NJ, health department officials have announced that they’ll begin trapping a managed colony of cats located at the Bridge Plaza office complex on February 1. As Michael Volovnik, president of the property association, explained to the Asbury Park Press, the cats are using a playground sandbox as a litter box, and could also cause a traffic accident in the complex parking lot. (I thought I’d heard all the “reasons” for killing outdoor cats, but this one’s new to me.)

Take away their food—or the cats themselves—and the problem’s solved, right? End of story.

Um, no. Not even if you click together the heels of your ruby slippers three times, repeating as you do: “We just want the cats gone.”

And yet, this is precisely what TNR opponents would have us believe. In fact, they often go much further. When, for example, the American Bird Conservancy sent a letter (PDF) to the mayors of the 50 largest U.S. cities last October, urging them “to oppose Trap-Neuter-Re-abandon (TNR) programs and the outdoor feeding of cats as a feral cat management option,” their stated objective was to “stop the spread of feral cats.”

How’s that supposed to work, exactly?

Darin Schroeder, ABC’s Vice President for Conservation Advocacy, and author of the letter, hasn’t bothered—either in his original, well-publicized mass-mailing, or in response to my inquiries—to explain the mysterious cause-and-effect relationship underlying the claim. (Or, while we’re at it, ABC’s projections regarding the number of recipients who would surely be alienated by a letter that so grossly insults their intelligence.)

As I’ve pointed out previously, common sense—and science, which ABC claims to have firmly in its camp on this issue—tells us that such policies (assuming they could be enforced, of course) would only drive population numbers upward. (Indeed, there is plenty of evidence from island eradication efforts. On Marion Island, to take one of the more spectacular examples, the population of cats was estimated to be about 2,200 in 1975, just 26 years after they were introduced to the 115-square-mile, barren, uninhabited South Indian Ocean island. [1] If there were any efforts to sterilize these cats, I’ve not read about it. And the only “handouts” they received were “the carcasses of 12,000 day-old chickens” [1] injected with poison, as part of the 19-year eradication program.)

Now, if, as Schroeder claims, there are “well-documented impacts of cat predation on wildlife,” how could the inevitable increase in the free-roaming cat population possibly be a benefit? Or—again, if Schroeder is right about the impacts—be aligned with ABC’s vision of “an Americas-wide landscape where diverse interests collaborate to ensure that native bird species and their habitats are protected, where their protection is valued by society, and they are routinely considered in all land-use and policy decision-making”?

Such contradictions are, as anybody who’s been paying attention has surely noticed, hardly uncommon in ABC’s anti-cat messaging.

ABC didn’t do any better with their letter (this one, more of a low-key affair) to Secretary of the Interior Ken Salazar, sent last summer. (DOI oversees the U.S. Fish and Wildlife Service, which, as I’ve pointed out repeatedly, has been an eager, taxpayer-funded participant in the witch-hunt against free-roaming cats.) In that letter, ABC, along with several signatories, aimed to “call [Salazar’s] attention to the threat being posed to wildlife by feral cats.” (Once again, ABC referred to “the well-documented impacts of cat predation on wildlife,” this time citing the work of, among others, former Smithsonian researcher Nico Dauphine, convicted in October of attempted animal cruelty for trying to poison neighborhood cats. It’s not entirely clear, but I have to think the letter was sent just prior to her arrest, after which ABC hasn’t, to my knowledge, expressed the slightest support for Dauphine.)

Signatories to the letter “urge[d] the development of a Department-wide policy opposing Trap-Neuter-Release and the outdoor feeding of cats as a feral cat management option, coupled with a plan of action to address existing infestations affecting lands managed by the Department of the Interior.” (This would include much of the Florida Keys, of course. Regular readers will recall that ABC enthusiastically endorsed the deeply flawed Florida Keys National Wildlife Refuges Complex Integrated Predator Management Plan/Draft Environmental Assessment, issued a year ago.)

This “plan of action” is something I’ve been giving a great deal of thought to for some time now. And not just as it relates to “existing infestations” on DOI-controlled land; I’m interested in the big picture here. These folks are hell-bent on a future in which the feeding of outdoor cats is prohibited, one in which TNR is banned.

What I want to know is this: What happens if they get their way?

Alternatives to TNR?
One might expect that ABC, promoters for 15 years now of Cats Indoors!, would have an answer. Indeed, I brought up the subject during a December 2010 webinar celebrating the launch of their book The American Bird Conservancy Guide to Bird Conservation. “What we recommend,” offered Michael Parr, Vice President of ABC, “as an alternative to [TNR], is not abandoning cats in the first place.”

“Other options would be to house those cats in shelters, or outdoor sanctuaries which could be managed. Clearly, it’s a huge problem, and the solutions to this are going be things we going to have to work together on for a long period of time, but certainly that would be my first reaction to that question.”

After 14 years (at that time) of staunch opposition to TNR, this is the best ABC can do? Well, yes. (One wonders if ABC officials are truly so out-of-touch and/or flat-out delusional that they really think nobody’s noticed.)

The Wildlife Society
ABC is not alone, of course. The Wildlife Society, which signed onto the DOI letter, in its position statement (issued in August 2011) on Feral and Free-Ranging Domestic Cats (PDF), calls for “the humane elimination of feral cat populations,” as well as “the passage and enforcement of local and state ordinances prohibiting the feeding of feral cats.”

And in November, TWS sponsored the USFWS workshop, Influencing Local Scale Feral Cat Trap-Neuter-Release Decisions , at its annual conference. According to TWS, the “workshop [was] designed to train biologists and conservation activists to advocate for wildlife in the decision making process by providing the best available scientific evidence in an effective manner.” (Ah, yes: “best available scientific evidence.” It’s the same expression ABC and USFWS like to throw around. The critical term here is available. It seems all the science contradicting their steady stream of bogus claims is locked in the same filing cabinet, and the key’s been “lost.”)

But TWS hasn’t done any better than ABC when it comes to connecting the dots between our current situation and a future free of feral cats.

When, in his November 14 blog post, TWS Executive Director/CEO Michael Hutchins drifted off-message, conceding that “TNR alone is not the ultimate solution,” (emphasis mine) I used the opportunity to press him on the issue. Referring to the recently issued TWS position statement, I told Hutchins, “it doesn’t seem unreasonable to expect a well-established and influential organization such as TWS to propose a plan to accompany such a vision.”

“On the contrary, it’s exactly what your membership should expect from their leadership—and what those of us who care for the cats you’re targeting demand.”

And Hutchins’ response? Cue the crickets (native species only, of course).

(Hutchins did, however, spend a good deal of time backpedaling: “I haven’t changed my position at all, and neither has The Wildlife Society, an organization now representing more than 10,600 wildlife professionals.” It now appears that the post itself has been modified to reflect his “corrected” position on the subject.)

Urban Wildlands Group
In January 2010, a Los Angeles Superior Court judge handed down an injunction prohibiting the City of Los Angeles from supporting TNR. Under the provisions of the injunction (in its revised version, filed with the court in March 2010), the City, its Board of Animal Services Commissioners, and its Department of Animal Services are prohibited from “promoting TNR for feral cats and encouraging or assisting third parties to carry out a TNR program.” [2]

According to the original petition—filed by the Urban Wildlands Group, Endangered Habitats League, Los Angeles Audubon Society, Palos Verdes/South Bay Audubon Society, Santa Monica Bay Audubon Society, and ABC—implementation of TNR in L.A. “can cause significant adverse environmental impacts by causing proliferation of rats and raccoons and creating water pollution problems.”

It’s important to recognize that the very premise of the petition—brought under the California Environmental Quality Act—is a red herring, nothing more than a roundabout way to go after TNR (in part, by restricting the funding to key organizations integral to L.A.’s various TNR programs). Setting that aside for the moment, though, the question remains: If TNR isn’t the answer, then how are we to reduce the population of stray, abandoned, and feral cats?

Travis Longcore ought to have an answer. Indeed, as head of the Urban Wildlands Group, current president of the Los Angeles Audubon Society, and author of the well-circulated “Critical Assessment of Claims Regarding Management of Feral Cats by Trap-Neuter-Return” (a compilation of cherry-picked “facts,” misrepresentations, and glaring omissions, which I’ve critiqued in some detail), Longcore (who, I suspect, is the same “Travis” whose comment brought Hutchins back from the brink in November) would seem to be the go-to guy on this topic.

In fact, he doesn’t seem to have any plan, either.

In a December 2010 exchange on the Audubon magazine blog, The Perch (in which senior editor Alisa Opar blindly endorsed the infamous University of Nebraska-Lincoln paper as if it were actual research), Longcore twisted himself in a knot avoiding the question.

“You’ve been very straightforward about your desire to see TNR and the feeding of feral cats outlawed.” I wrote. “But then what?”

“I’ve yet to hear from you—or anybody on your side of the issue—spell it out. We all know the cats won’t disappear in the absence of TNR/feeding. We can argue about rates of population growth, carrying capacity, etc.—but let’s keep it simple here. Under your plan, there are these feral cats—an awful lot of them—that no longer have access to the assistance of humans (other than scavenging trash, say). OK, now what?”

Longcore’s response, in a nutshell, advocated for mandatory spay/neuter, and “cat licensing so that cats are no longer treated as second class, disposable pets.” (It’s difficult to see how their wide-scale killing will get them bumped up to first-class, but such illogical leaps have long been the norm among TNR opponents.)

Whatever his misgivings about disclosing a feasible alternative to TNR, Longcore was more than willing to diagnose the mental health of TNR supporters:

“TNR advocates… aren’t actually interested in reducing feral cat numbers. TNR is something that they ‘sell’ to their jurisdiction so that they are allowed to keep feeding ‘their’ cats. They appear to prefer that the problem persist so that they can validate their sense of self worth by being rescuers.”

There’s an irony to Longcore’s allegation, of course. If, as he implies, he and his fellow petitioners are “actually interested in reducing feral cat numbers,” then why not lay out the way forward?

“You failed to answer the question posed,” I pressed.

“Let me rephrase it, then: Throw in mandatory spay/neuter (if and only if adequate low/no-cost S/N is provided to the community—a rarity, as I’m sure you know), as you suggest. And let’s say there are—again, just to simplify matters—no roaming pet cats. The problem remains: many, many feral cats. And even if Animal Control had the resources to round up every one of them that triggers a complaint, it’s a drop in the bucket. And once you’ve outlawed TNR, there’s no way even one of these cats is going to be sterilized. So, the next step here is what, exactly?”

Longcore’s reply, not surprisingly, was a laundry list of “policies needed to control feral cats,” the majority of which—either directly or indirectly—simply lead to more killing: mandatory spay/neuter, pet limits, prohibitions on roaming, and prohibitions of “feral cat feeding unless on feeder’s property, or with permission of property owner and nearby owners/residents.” Oh, and “euthanasia” (not to be confused with euthanasia). Among the non-lethal solutions: “adoption or other nonlethal removal (e.g. the few sanctuary spaces),” and “outdoor enclosures for ferals where property owners are willing.”

“If you want to go out and sterilize and release feral cats in your back yard under this scenario, go ahead, but recognize that doesn’t then mean your neighbor can’t then trap and remove them. If you want feral cats to have a good life, adopt them and treat them like real pets. If you aren’t going to, then it is my strong belief the appropriate thing to do is to euthanize them.”

As for how this mass “euthanasia” would play out—you know: budget, time line, population projections, examples of successful models, etc.—Longcore had no more to say than did Schroeder or Hutchins.

Visions of the Future
Is it really so unreasonable to expect TNR opponents—especially those individuals and organizations pushing so hard for policy changes—to present a feasible alternative to TNR? Or even, as a start, to address directly comments made by Mark Kumpf, former president of the National Animal Control Association, who compares the traditional trap-and-kill approach to “bailing the ocean with a thimble”?

“There’s no department that I’m aware of that has enough money in their budget to simply practice the old capture-and-euthanize policy,” explains Kumpf in a 2008 interview with Animal Sheltering magazine. “Nature just keeps having more kittens.” [3]

Those budgets are very likely even tighter today. Now, take away TNR—along with all the “free” resources that come with it—and you’re wishing you had a thimble with which to bail the ocean.

As I explained to Hutchins, those of us advocating and caring for our communities’ stray, abandoned, and feral cats demand better answers than they’ve provided. And it’s becoming increasingly clear that supporters of various organizations opposing TNR are beginning to feel the same way. In part, because—and this, too, is becoming increasingly clear—a position opposed to TNR and the feeding of outdoor cats often, in fact, runs counter to an organization’s stated vision.

Either that, or their “concerns” about outdoor cats are really little more than fear-mongering (a tried-and-true fundraising technique, of course).

The way I see it, there are really only four possible scenarios in play here:

1. No TNR + No Feeding = Fewer Cats
As I’ve pointed out, this one simply doesn’t add up. And heaven knows, if there were evidence to demonstrate the effectiveness of such policies, ABC, TWS, the Urban Wildlands Group, et al. wouldn’t be shy about it. That’s not to say they don’t try to suggest as much, of course.

In its TNR “fact sheet” (PDF), TWS, for example, holds up Akron’s 2002 ordinance—which requires the city’s animal control wardens to “apprehend” and “impound” any cats “running at large”—as both humane and cost-effective. Last summer, I took an in-depth look at the impact of Akron’s “cat ordinance,” and found that it’s been far more costly than TWS suggests. And if it’s done anything to reduce the population of the city’s stray, abandoned, and feral cats, nobody’s documented it. (Again, this would seem to be a “success story” in the making for TNR opponents.)

2. No TNR + No Feeding = More Cats—Oops!
What if all this rabid campaigning against outdoor cats has blinded participants to the inevitable consequences of their actions? You know, a careful-what-you-wish-for scenario.

Again, there’s no evidence to suggest that the “plan” will work. And yet, the drumbeat only grows louder. I tend to think that, generally speaking, the leadership at ABC, TWS, the Urban Wildlands Group, et al. is—despite various failures, of which I’ve been highly critical—smart enough to realize this simple fact. On the other hand, I have colleagues—people with far more experience and a much broader perspective—stop me cold when I say so.

3. No TNR + No Feeding = More Cats—But That’s OK
In the 22 months since launching this blog, I’ve been at pains to expose the flimsy nature of most complaints regarding the alleged impacts of free-roaming cats on wildlife and the environment. Much of that effort has involved the untangling of predation estimates based on indefensible sampling and extrapolation, and—more important—decoupling the implied relationship between predation and population-level impacts. Among the evidence I’ve presented (which would seem to be locked tightly inside the aforementioned filing cabinet, thus rendering it “unavailable” to TNR opponents):

Mike Fitzgerald and Dennis Turner’s thorough review of 61 predation studies, in which the authors conclude rather unambiguously: “We consider that we do not have enough information yet to attempt to estimate on average how many birds a cat kills each year. And there are few, if any studies apart from island ones that actually demonstrate that cats have reduced bird populations.” [4]

Also: two very detailed studies supporting a widely understood (though only rarely acknowledged among TNR opponents) pattern of predators: cats tend to prey on the young, the old, the weak and unhealthy. [5, 6] Or, as the Royal Society for the Protection of Birds makes puts it: “It is likely that most of the birds killed by cats would have died anyway from other causes before the next breeding season, so cats are unlikely to have a major impact on populations.” [7]

It may be that leaders of the TNR opposition do, in fact, recognize the implications of the well-documented science on the subject (though never publicly, of course), whether that concerns predation, rabies, toxoplasmosis, or any number of other aspects of the debate. Such an understanding would allow them to continue pushing for policies that would, despite their claims to the contrary, actually increase the number of free-roaming cats—but still have little or no significant consequences for the wildlife these organizations claim to protect.

Donors are happy, wildlife’s happy—what’s not to like, right? (Actually, all this unwarranted attention on cats is, I’m sure, diverting scarce resources from the real issues—so maybe the wildlife will, in the end, lose anyway.)

4. No TNR + No Feeding = More Cats. Exactly.
File this one under “A” for Apocalyptic. Or Armageddon, maybe.

What if more cats—lots of them—is not only OK, but the goal? At some point, their numbers become so great that popular opinion undergoes a tidal shift, favoring lethal control methods. The bigger the problem becomes, the more drastic the measures considered.

If some wildlife suffers for the cause, well, it’s a small price to pay. If you want to make an omelet, you have to be willing to break a few eggs, right? No free lunches here. Collateral damage. Etc.

Wild conspiracy-theory talk? Maybe so. I mean, it’s a bit like suggesting that our esteemed Smithsonian Institution hired a cat-killer to conduct research on pet cats. As I often tell my colleagues: you can’t make this stuff up. So.

TNR opponents have, for years, misled policymakers and the public—not only about the “threats” posed by free-roaming cats, but about their plan going forward (again, assuming they actually have a plan). They’re advocating for the extermination—in the tens of millions—of this country’s most popular companion animal, without ever proposing any feasible alternative to TNR. (Ironic, isn’t it? These same people claim to have the “best available science” on their side, but either cannot or will not describe or discuss what exactly they’ve got in mind for a solution to the “feral cat problem.”)

Once again, I’m reminded of that famous quote from Supreme Court Justice Louis Brandeis: “Sunlight is said to be the best of disinfectants, electric light the most efficient policeman.” Public scrutiny and a demand for transparency, Brandeis recognized, can bring about significant social change.

We need to start asking better questions—and demanding better answers—of TNR opponents. And we must do so repeatedly and publicly—in town halls, letters to the editor, and any number of online venues; and by contacting local, state, and federal representatives and government agencies.

No TNR? No feeding of outdoor cats? What’s your plan, then?

As the sunlight Brandies spoke of reveals the fatal flaws underlying the anti-TNR rhetoric, it helps light the way forward.

The Silent Treatment

“I don’t want to be sort of a poodle dog when I’m out there, and a friendly sort of presence in people’s lives,” explained New York Times reporter David Carr in an October 2011 interview with Fresh Air host Terry Gross, “and then come back and do something that’s really mean or aggressive.”

“And if it’s gonna be a hard story, one of things I always say is: This is gonna be a really serious story, and I’m asking very serious questions. And it behooves you to think it through and really work on answering, and defending yourself, because this is not a friendly story. And if they don’t engage, I just tell them: Well, you know what? You better put the nut-cup on, because this is not gonna be pleasant for anyone.

Two months later, I heard the interview as part of a year-end compilation of the show’s most memorable conversations. Carr’s comments struck a chord; just three weeks earlier, following the publication of “Perceived Predation Risk Reduces the Number of Offspring Songbirds Produce per Year” in Science, I was unable to get co-authors Liana Zanette and Michael Clinchy to “engage.”

Which I found both frustrating and puzzling.

Clearly, these two are eager to talk about domestic cats (see, for example, Clinchy’s comments in ScienceNOW and Zanette’s in the Winnipeg Free Press), even when their work has nothing at all to do with them (or, given the absurd methods employed, real-world predation in general). And here I am—pretty much all cats, all the time—reaching out, only to be snubbed.

During his Fresh Air interview, Carr refers to his October 23 column (“basically a screed,” he says), in which he took on big media—in particular, The Tribune Company and Gannett.

“I spent four days [in June] trying to get comments on Gannett [executive] bonuses, and on Sunday night they said, ‘We’re not going to comment on these bonuses.’ And I just said: Really? You’re a newspaper company. You’re a publicly held company. These bonuses are a matter of public record, and you have nothing to say about them? And I just found that appalling, and I think some of that was reflected in the piece.”

“Clearly,” added Carr, explaining the crux of his frustration, “they were living a life beyond consequence.”

Again, I’m reminded of Zanette and Clinchy. These two led a study in which contrived methods rendered the work nearly worthless—and then went on to misrepresent the study’s implications to the media. And what consequences will they face? None, I suspect. After all, the research did receive funding, and the resulting paper was published in a prestigious journal.

All of which paves the way for more of the same.

Not that Zanette and Clinchy are exceptional in this regard. Since launching this blog in April 2010, I’ve had numerous e-mail inquiries go unanswered. Scientists, journalists, officials of various agencies and organizations, etc.—people eager to get their message out, clearly, but unwilling to respond when that message is challenged. I’d always thought such scrutiny not only came with the territory, but was also welcome—a necessary tool for shaping better science, reporting, and policy.

Others apparently disagree. Among those with whom I have a decidedly one-way correspondence:

Melissa Miller, Wildlife Pathologist, California Department of Fish and Game
Miller was one of 14 co-authors to link the Type X strain of T. gondii—responsible for nearly three-quarters of sea otter infections, according to one study [1]—to wild felids (e.g., mountain lions and bobcats) rather than domestic cats.

“Three of the Type X-infected carnivores were wild felids (two mountain lions and a bobcat), but no domestic cats were Type X-positive. Examination of larger samples of wild and domestic felids will help clarify these initial findings. If Type X strains are detected more commonly from wild felids in subsequent studies, this could suggest that these animals are more important land-based sources of T. gondii for marine wildlife than are domestic cats.” [2]

Now, one needs to be very careful about making conclusions based on such small sample sizes. Nevertheless, given (1) the unprecedented (as far as I can tell) nature of these findings, and (2) the nature of the current “cat debate”—in which free-roaming cats are being vilified in both the scientific literature and mainstream media—this would certainly seem to be newsworthy.

And yet, just two paragraphs later, the paper goes into detail about the estimated mass of “feline fecal deposition” created by domestic cats in the communities near Estero Bay. Suddenly, the focus is back on domestic cats.

I asked her about this in July of 2010, but received no response.

(Nine months later, in a special section of the Spring issue of The Wildlife Professional, Miller and David Jessup (another of the 14 co-authors on the 2008 paper, and a colleague of Miller’s at the California Department of Fish and Game) were at it again, arguing simply, “the science points to cats.” [3])

Christine Stracey, Assistant professor of biology at Westminster College
“I thought the cats probably really hammered them when they were fledglings,” said Stracey, a former University of Florida doctoral student in a UF press release about her study of Northern mockingbirds, “but when they were in the nests, I didn’t really expect the cats to be a huge problem. But I was really wrong about that.”

Once again, the underlying science fails to live up to the dramatic press release. Dig into the details of Stracey’s study, and it becomes clear that she’s probably overestimating the strength of cats as urban predators. Perhaps considerably. In fact, her nest camera placement almost certainly biased her data.

In short, it seems Stracey observed predation by cats largely because she placed the cameras where the cats were.

“We need to think hard about the feral cat problem,” warns Stracey in the press release. But if, as she suggests, cats are a “huge problem,” then how to explain the fact—as Stracey notes in the very same press release—Northern mockingbirds have proven “able to not only live with us, but do really well living with us” [and our cats]? These birds are, as she puts it, “urban winners.”

I asked Stracey about all of this by way of e-mail, but received no response. My follow-up e-mail also went unanswered, but I did notice some Website traffic from the Salt Lake City area (where Westminster College is located) that same day. Coincidence? Could be.

The same goes for the traffic from Columbus, OH, following my e-mail to Amanda Rodewald, professor of wildlife ecology at Ohio State University.

“There are a lot of loud voices that deny cats are important predators of birds in our cities,” argued Rodewald (whose relationship to Stracey’s work remains a mystery) in the UF press release. “But this study shows clearly that cats were the dominant predator in this Florida system—and that wasn’t presumed, it was recorded on video, so it was fact.”

When I wrote to Rodewald, I identified myself as one of those “loud voices,” explaining that I wasn’t asking her to speak for Stracey, nor to defend the research. But, given her own research interest—and her obvious concern with Stracey’s work—perhaps she might be able to answer one question for me: What impact might we expect on the area’s Northern mockingbird populations if the cats were removed from the environment?

It was, apparently, one question too many.

Michael E. Grigg, National Institutes of Health
Like Zanette and Clinchy, Grigg, who serves as Chief of the Molecular Parasitology Unit at the National Institute of Allergy and Infectious Diseases (part of NIH), used a PR opportunity to misrepresent his work. “The most remarkable finding of our study,” notes Grigg in an NIH press release, “was the exacerbating role that [Sarcocystis] neurona appears to play in causing more severe disease symptoms in those animals that are also infected with T. gondii.”

So, the story is more complicated than is typically acknowledged—T. gondii may not be the culprit it’s so often made out to be.

But Grigg is still hanging his hat—in spite of his own findings—on simple environmental contamination:

“Identifying the threads that connect these parasites from wild and domestic land animals to marine mammals helps us to see ways that those threads might be cut… by, for example, managing feral cat and opossum populations, reducing run-off from urban areas near the coast, monitoring water quality and controlling erosion to prevent parasites from entering the marine food chain.”

In fact, Grigg and his colleagues found that “T. gondii infections peaked in 2007 then declined relative to S. neurona.” [4] Could it be that free-roaming domestic cats—generally presumed to be the primary source of T. gondii contamination—are also on the decline? TNR opponents don’t seem to think so.

And the researchers observed that infection rates associated with inland waters were no greater than in mammals found along the outer coast. Again, this raises serious questions about the role of domestic cats (which, one would presume, are more numerous inland). As do the numerous studies pointing to sources other than environmental contamination [5–7]—vertical transmission, [5] for example, and possibly ticks [8]—none of which Grigg and his colleagues acknowledge.

Then, of course, there are Grigg’s proposed solutions—first and foremost: “managing feral cat and opossum populations.” Even setting aside for the moment the numerous hurdles (e.g., ethical, economic, etc.) involved with the mass removal/reduction/eradication of these animals, what impact could we realistically expect in terms of T. gondii and/or S. neurona infections in marine mammals? (And what other consequences would we then face?)

I assume Grigg has given the subject considerable thought, but—so far, anyhow—he’s been unwilling to share those thoughts with me.

Steve Klett, Crocodile Lake National Wildlife Refuge Manager
I first ran across Klett’s name in the Florida Keys National Wildlife Refuges Complex Integrated Predator Management Plan/Draft Environmental Assessment, where he was cited as the source for the claim that “cats accounted for 77 percent of the mortality during a recent re-introduction of the Key Largo woodrat.” [9] If, as USFWS has suggested, there are only about 500 woodrats in the wild, [10] why not disclose precisely how many were involved in this “recent re-introduction”? Seventy-seven percent out of how many?

Thirteen, as far as I’ve been able to determine. That’s how many were apparently released in November 2010—following the release of 14 others in February. And, according to attorney and Endangered Species Act blogger Keith Rizzardi, 13 more were released in April 2011.

I e-mailed Klett in July, asking him to clarify that 77 percent figure (which, let’s face it: does a far better job of fanning the flames of the witch-hunt for feral cats than, say, “10 out of 13” does), but never heard back.

Klett retired in December, but Chad Anderson, USFWS biologist at the refuge, assures me that I can “look forward to that [77 percent figure] going from a personal comm. quote to a referenced white paper in the final IPM plan.”

I’m not holding my breath.

Timothy O’Hara, Reporter for the Key West Citizen
In an August 30, 2011 story for the Key West Citizen, Timothy O’Hara writes: “Research indicates that cat predation accounts for 50 percent to 77 percent of the deaths of Lower Keys marsh rabbits and Key Largo woodrats.”

One-half to three-quarters? Really?

Actually, no.

That 77 percent, of course, comes from Klett’s “personal communication”—and seems to reflect the 10 mortalities described above. (Another question I asked Klett was how they could be sure that cats were the culprits. It’s been suggested by a volunteer involved with the re-introductions that the evidence comes from camera traps on the refuge, but I know of no such information coming from refuge officials.)

The 50 percent figure, I’m quite sure, can be traced to Elizabeth Forys’ PhD work, done in the early 1990s on Navy-owned land on Boca Chica and Saddlebush Key. Forys found that 13 of 24 marsh rabbits monitored over the course of her two-and-a-half year study were killed by cats. [11] (USFWS misrepresents this, too, in its Predator Management Plan, once again omitting the number of mortalities: “Free-roaming domestic cat predation accounted for 50 percent of adult Lower Keys marsh rabbit mortality during radio telemetry studies…” [9])

Turns out, O’Hara wasn’t interested in being fact-checked; he never replied to my e-mail.

(If O’Hara is interested in real journalism, he might consider an investigative piece about how USFWS routinely plays misleads the public to whom they are ostensibly accountable.)

Darin Schroeder, ABC’s Vice President for Conservation Advocacy
In October, Schroeder sent a letter (PDF) to the mayors of the 50 largest cities in the country, urging them “to oppose Trap-Neuter-Re-abandon (TNR) programs and the outdoor feeding of cats as a feral cat management option.” In it, he trots out the usual laundry list of misleading complaints: predation, rabies, vague threats regarding the possible implications of the Endangered Species Act and the Migratory Bird Treaty Act, etc.

When I wrote to Schroeder, I made it clear that we need not get into all of this. I just wanted him to explain how feeding bans and policy directives opposing TNR would, as ABC suggests in its November 9 media release, “stop the spread of feral cats.” After all, common sense—and science—tells us that such policies (assuming they could be enforced, of course) would only drive population numbers upward. If, as Schroeder claims, there are “well-documented impacts of cat predation on wildlife,” how could an increase in the population of cats possibly be a benefit?

That was nearly two months ago now; I’m still waiting for Schroeder to connect the dots for me.

At the risk of stating the obvious, I’m not David Carr. And this is not the New York Times. I suppose my inquiries are easily ignored—coming, as they do, from an “outsider” whose blog has just 330-some subscribers. On the other hand—and not to put too fine a point on it—I’m asking the kinds of questions these people should be asked, by their colleagues, the press, and, in the case of the non-profits like the American Bird Conservancy, their donors.

That seems to be changing though—which means these folks had better get to work on better responses (or, as Carr suggests, put the nut-cup on). In the meantime, the fact that they refuse to engage speaks volumes.

2011 Trap Liner Award

Referring to a particularly poor piece of journalism, a friend of mine suggested—recalling the irreverent moniker her late husband had given their own local paper—the newspaper in which it had appeared was perhaps best used for lining birdcages.

Twenty months into this blog, I’ve encountered my share of yellow journalism infecting both small-town weeklies and, with surprisingly regularity, major dailies. Indeed, in one of my first posts, I referred to an L.A. Times piece in which Steve Holmer, senior policy advisor for the American Bird Conservancy, told the paper (one assumes, with a straight face) that there are 160 million feral cats in the U.S. (based, he claimed, on “the latest estimates,” which, as it turned out, originated with former Smithsonian researcher Nico Dauphine).

A year later, Toronto Star reporters Mary Ormsby and Jim Wilkes filed a truly pathetic story portraying—clearly, without the burden of fact-checking—“bird advocates… up against a multi-million-dollar cat-care industry.” And over the summer, The Columbus Dispatch joined the chorus of publications pedaling the infamous University of Nebraska-Lincoln paper (not fit even for birdcage duty, that one) as if it were valid research.

And then there was Peter Marra’s (pr)op(aganda)-ed in The Washington Post.

The list goes on and on. All of which got me thinking… Inspired by my friend’s “birdcage liner” story, and by Nathan Winograd’s Phyllis Wright Awards (“given to those who epitomize everything that is wrong with our broken animal ‘shelter’ system”), I bring you the Trap Liner Award.

Just as some papers are best for lining birdcages, others are well-suited for lining the humane traps used for TNR work. Some, of course, are better (meaning worse) than others. The Trap Liner Award recognizes the writer or publication that, over the course of a given year, best demonstrates a tragic failure of journalistic integrity while fueling—intentionally or not—the witch-hunt against feral cats.

Competition in 2011—the first year of the Trap Liner Award—was fierce.

“Live and Let Kill,” Matt Smith’s feature for SF Weekly, looked to be a shoo-in, due largely to Smith’s poor choice of sources—among them, ABC and Travis Longcore—and “evidence” pulled from Jonathan Franzen’s most recent novel and Peter Marra’s catbird research (the reports of which themselves border on fiction). This from a publication that claims to be “San Francisco’s smartest.”

Three months later, however, another San Francisco publication—Mother Jones—raised (meaning, lowered) the bar with Kiera Butler’s “Faster, Pussycat! Kill! Kill!” As I mentioned in my July 1 post, the misinformation, misrepresentations, and missteps that make up the bulk of “Faster, Pussycat!” betray either willful ignorance or glaring bias. Or both.

(Of these, only Butler’s population estimate was later corrected in the online version of the story—where, at last check, there were 1,646 comments—and where, interestingly, the title was softened considerably to “Are Cats Bad for the Environment?”)

In the end, it was the combination of Butler’s sloppy journalism—combined with the magazine’s impressive circulation of 250,000 and the irony of all their chest-thumping about bullshit-busting and “smart, fearless journalism”—that clinched it for MoJo.

And so, the 2011 Trap Liner Award goes to Kiera Butler and Mother Jones.

Putting the “Nation” in FixNation

I’ve been a big fan of FixNation since contacting them, nearly a year ago, to clear up bogus allegations made in the Toronto Star by documentary filmmaker Maureen Palmer, who’d visited the clinic while filming Cat Crazed. The response I received was prompt and professional. And, it turns out, the beginning of an ongoing conversation.

Last month, while on a business trip to Los Angeles, I had the pleasure—finally—of seeing the FixNation operation for myself, beginning with their bimonthly Catnippers clinic, an all-volunteer community outreach/spay-neuter program now in its 12th year. A few days later, I toured the facility under “normal” conditions—meaning two veterinarians and seven staff sterilizing and vaccinating (and addressing a host of other health issues) 80­–90 cats each day (with an ease and efficiency that would put many manufacturing facilities to shame, to say nothing of our healthcare providers).

Since opening its doors in July 2007, FixNation has sterilized and vaccinated more than 60,000 cats (not including the 16,000 or so brought in through Catnippers), more than 85 percent of which were feral, stray, or abandoned—receiving services at no charge to their caretakers (owners of pet cats are charged a modest fee).

All of which would be impressive enough. But in L.A.—which has more or less become ground zero for the TNR debate since a January 2010 injunction put an end to City support of trap-neuter-return—what FixNation has accomplished is nothing short of heroic.

The Injunction
The original complaint—filed by the Urban Wildlands Group, Endangered Habitats League, Los Angeles Audubon Society, Palos Verdes/South Bay Audubon Society, Santa Monica Bay Audubon Society, and the American Bird Conservancy—was brought under the California Environmental Quality Act, with the plaintiffs arguing, for instance, that TNR “can cause significant adverse environmental impacts by causing proliferation of rats and raccoons and creating water pollution problems.”

(As for how the restriction—or elimination, as ABC has proposed—of TNR would benefit the wildlife these groups claim to protect is anybody’s guess, and a topic for another post.)

Under the provisions of the injunction (in its revised version, filed with the court in March 2010), the City, its Board of Animal Services Commissioners, and its Department of Animal Services are prohibited from “promoting TNR for feral cats and encouraging or assisting third parties to carry out a TNR program.”

City agencies are no longer allowed to:

  • “Assist or provide incentives for, or otherwise facilitate the capture, sterilization and release of feral cat;
  • Provide discounts or discount vouchers for spay or neuter surgeries for feral cats…
  • Release feral cats from shelters to TNR groups or individuals [if the cats will be placed into a colony].
  • Develop or distribute literature on the TNR program or conduct pubic outreach on TNR using press releases, fliers, or other media except in conjunction with the proposed [California Environmental Quality Act] process…
  • Knowingly referring complaints about feral cats to TNR groups or individuals who engage in TNR.” [1]

Nevertheless, TNR continues in L.A.—with many supporters more determined than ever. And I understand the City of Los Angeles is working (albeit far too slowly) to get the injunction lifted. Still, the loss of City-funded vouchers—which provided a substantial portion of overall revenue for many TNR programs—is taking its toll. According to founders Mark Dodge and Karn Myers, FixNation lost about $300,000 in annual revenue, more than 20 percent of its yearly budget.

The fact that they’ve been able to continue their community outreach and provide no-/low-cost spay/neuter services for the past couple of years is, as I say, truly heroic. But now, as Myers explains in a video released late last week, FixNation needs our help.

Today, We Are All Angelenos
Charity, it’s often said, begins at home. And I do what I can to support local TNR and low-cost spay/neuter programs. But the stakes are extraordinarily high in L.A.—in terms of lives saved or lost, but also in terms of the city’s symbolic value as a community committed to trap-neuter-return despite both the injunction and the faltering economy. Which is why I also support the organizations doing the heavy lifting there—among them, FixNation.

In Search of Common Ground

It’s always good to see the Humane Society of the United States supporting and promoting TNR. After all, it wasn’t all that long ago when HSUS was on the other side of the issue. In 1997, when the American Bird Conservancy launched its Cats Indoors! campaign, the organization was “singled out as its ‘principal partner in this endeavor.’” [1]

On Monday, President and CEO Wayne Pacelle, waded into the feral cat/wildlife debate on his blog (brought to my attention by a helpful reader), noting that HSUS “work[s] for the protection of both feral cats and wildlife.”

HSUS is, says Pacelle, “working to find innovative, effective, and lasting solutions to this conflict.” In Hawaii, for example (“an ideal environment for free-roaming cats and a global hotspot for threatened and endangered wildlife”) HSUS is “meeting with local humane societies, state and federal wildlife officials, non-governmental organizations, and university staff to find solutions to humanely manage outdoor cat populations and ensure the protection of Hawaii’s unique wildlife.” (HSUS may want to add Hawaii’s various Invasive Species Committees to that list. If recent efforts are any indication, they’re contributing to the environment impact.)

I can certainly understand HSUS’s current focus on Hawaii, and I look forward to seeing the results of their efforts. It’s not difficult to imagine such results being adopted more broadly. (Tackle the really tough job first, and the others will be easy by comparison, right?)

Still, it’s important to remember that TNR opponents aren’t limiting their attention to such hotspots.

Beyond Hawaii
The Wildlife Society, for example, in its position statement (issued in August) on Feral and Free-Ranging Domestic Cats (PDF), calls for “the humane elimination of feral cat populations,” as well as “the passage and enforcement of local and state ordinances prohibiting the feeding of feral cats.”

Earlier this month, TWS hosted the U.S. Fish and Wildlife Service’s workshop, Influencing Local Scale Feral Cat Trap-Neuter-Release Decisions, at its annual conference.

And in October, ABC sent a letter to mayors of the 50 largest cities in the country “urg[ing them] to oppose Trap-Neuter-Re-abandon (TNR) programs and the outdoor feeding of cats as a feral cat management option.” (This, ABC claims, will “stop spread of feral cats.” I e-mailed Darin Schroeder, ABC’s Vice President for Conservation Advocacy, asking that he explain the biology and/or logic behind this miracle cure, but he never replied.)

Common Ground(?)
But we’re all after the same thing, right—no more “homeless” cats? The key difference being how we approach the problem?

I used to think so. Now, I’m not so sure.

TWS, ABC, and other TNR opponents are calling for the extermination—on the order of tens of millions—of this country’s most popular pet. Without, it must be recognized, a plan of any kind, or, given our decades of experience with lethal control methods, any hope of success. Nevertheless, they persist—grossly misrepresenting the impacts of cats on wildlife and public health in order to drum up support.

Common ground has proven remarkably elusive, and collaboration risky.

In the Spring issue of The Wildlife Professional (published by TWS) Nico Dauphine portrayed the New Jersey Audubon Society as sellouts for participating in the New Jersey Feral Cat & Wildlife Coalition (which included several supporters of TNR, including HSUS), a collaborative effort funded by the Regina R. Frankenberg and Geraldine R. Dodge foundations. [2, 3] The group’s commendable work, culminating in a pilot program based on their “ordinance and protocols for the management of feral cat colonies in wildlife-sensitive areas in Burlington County, New Jersey,” [4] (available here) has, from what I can tell, received little attention.

All of which suggests that we’re actually talking not only about very different means, but also very different ends.

How does one find common ground in the midst of a witch-hunt?

Earlier this month, Alley Cat Allies co-founder and president Becky Robinson proposed a crucial first step: “stop pitting species against species.”

“Today, I call on the leaders of the American Bird Conservancy, The Wildlife Society, and the leadership of the U.S. Fish and Wildlife Service, who persist in using flawed science and vicious rhetoric like Dauphine’s to blame cats for species decline, to stop.”

After which, there’s plenty of “real work” (some of which may, ironically, prove rather straightforward and uncontroversial) to be done, of course. Still, perhaps the situation in Hawaii is urgent enough, and the stakes high enough, to focus the mind—to get us that far.

Dear Mayor

The American Bird Conservancy takes its plea for anti-TNR policies and feeding bans to the mayors of the country’s 50 largest cities. Just when cities are struggling to pay for essential services, animal control expenses would skyrocket.


Desperate times, it’s said, call for desperate measures.

Hence, the American Bird Conservancy’s latest stunt: calling “on the mayors of U.S. cities to stop the epidemic spread of feral cats that threaten national bird populations as well as scores of other wildlife.”

This, of course, follows ABC’s letter, sent over the summer, to Department of Interior Secretary Ken Salazar, “urg[ing] the development of a Department-wide policy opposing Trap-Neuter-Release and the outdoor feeding of cats as a feral cat management option, coupled with a plan of action to address existing infestations affecting lands managed by the Department of the Interior.”

ABC is, it would seem, pulling out all the stops—which is what you do when you have neither public opinion nor the facts on your side.

Mayors Letter
The letter (PDF), signed by Darin Schroeder, ABC’s Vice President for Conservation Advocacy, and sent October 26 (just in time for some big-city mayors to be packing their things), begins this way:

“On behalf of American Bird Conservancy (ABC), I respectfully call your attention to the threat posed to birds and other wildlife in your city by feral and free-roaming cats. Given the well-documented impacts of cat predation on wildlife, ABC urges you to oppose Trap-Neuter-Re-abandon (TNR) programs and the outdoor feeding of cats as a feral cat management option.”

(The term Trap-Neuter-Re-abandon would seem to originate with a 2004 paper by David Jessup [1], just the latest example of ABC’s lack of originality (to say nothing of integrity). A month prior to sending out the “mayors letter,” ABC put out a media release lifted mostly from The Wildlife Society’s Rabies in Humans and Wildlife “fact sheet.”)

“Cat overpopulation,” Schroeder continues, “is a human-caused tragedy that affects the health and well-being of cats, our native wildlife and the public.”

“Numerous, published, scientific studies have shown that outdoor cats, even well-fed ones, kill hundreds of millions of wild birds and other animals each year in the U.S., including endangered species. Birds that nest or feed on the ground are especially vulnerable to cat attacks.”

Facts vs. “Facts”
Not surprisingly, Schroeder doesn’t go into detail about those “numerous, published, scientific studies” (caught up, as he is, in his disingenuous assertion that “TNR is not humane to the cats or the wildlife”).

Perhaps Schroeder’s expecting the letter’s recipients, their curiosity piqued, to go to ABC’s website for further information. In which case, they’re liable to find the recently updated version of Domestic Cat Predation on Birds and Other Wildlife (PDF), ABC’s idea of a fact sheet.

Unfortunately, the most substantial change to the 2011 incarnation of Domestic Cat Predation involves the typefaces used (a notable improvement—but, really, there was nowhere to go but up in this regard). Among the “classics” from the previous version are Cole Hawkins’ PhD dissertation, Carol Fiore’s master’s thesis, and, of course, the infamous Wisconsin Study—though the high “estimate” of “217 million birds a year” has been left out this time around. [2] (It’s a move straight out of Travis Longcore’s playbook: defend your reference to study that was never actually conducted by emphasizing its low “estimate.”)

And ABC is still claiming that 20–30 percent of the animals killed by cats are birds—this, based on “extensive studies of the feeding habits of free-roaming domestic cats have been conducted over the last 55 years in Europe, North America, Australia, Africa, and on many islands.” [2] This wasn’t true when ABC published its first “fact sheet” in 1997 as part of its Cats Indoors! campaign, and it wasn’t true when Ellen Perry Berkeley untangled the underlying science in her 2004 book, TNR Past Present and Future: A history of the trap-neuter-return movement. [3]

And guess what? It’s no closer to the truth today.

New to the 2011 version are references to the second edition of Frank Gill’s Ornithology (“cats kill between 500 million and one billion birds” [2]), in which Gill blindly endorses Rich Stallcup’s absurd, back-of-the-envelope predation “estimate,” and to the equally absurd $17 billion “annual economic loss from feral cat predation on birds in the United States.” [2]

And, not to be outdone, ABC refers to their own book, released last year, claiming: “After loss of wildlife habitat and fragmentation due to human development, scientists now list invasive species, including cats, as the second most serious threat to bird populations worldwide.” [2] (This reference to scientists is seriously undermined by ABC’s failure to cite sources in The American Bird Conservancy Guide to Bird Conservation.)

ESA/MBTA
ABC is nothing if not predictable, so it’s no surprise to see them once again playing the ESA/MBTA card.

“Federal, state, and local governments,” writes Schroeder, “have responsibilities under the Endangered Species Act and the Migratory Bird Treaty Act to conserve birds, and must also carry out their paramount mandate of protecting public’s health. Failing to do so can result in legal penalties and civil liability.”

Again, no specifics. Why? To my knowledge (and I’ve asked many others who’ve been at this far longer than I have) there has been no such legal action; it’s just another of ABC’s scare tactics.

Policy Plea
Schroeder wraps up his plea by urging mayors “to issue a policy directive opposing TNR and halt city funding if any is currently being expended”—suggesting, I suppose, that the traditional trap-and-kill approach is cost-effective.

And the evidence of that? Like their scientific and legal claims, ABC can’t be bothered with the details. (Of course, Schroeder does invite inquiries: “If you have any questions please feel free to call Anne Law at 202/234-7181, or email alaw@abcbirds.org.”)

Now, Schroeder doesn’t say so, but what ABC is actually calling for is the killing—on an unprecedented scale—of this country’s most popular pet (the inevitable consequence of policies prohibiting TNR and outdoor feeding). And we know a thing or two about what’s involved with “successful” eradication efforts.

On Marion Island, for example, it took 19 years to exterminate approximately 2,200 cats—using feline distemper, poisoning, hunting and trapping, and dogs. [4] Just 115 square miles in total area, this barren, uninhabited South Indian Ocean island is the largest from which cats have been eradicated.

I’ve been unable to find cost figures for the project, but if the Ascension Island effort is any indication, it must have been astronomical. On Ascension, roughly one-third the size of Marion, it cost the equivalent of $1.1 million to eradicate approximately 635 cats over 27 months. [5] (Nearly 40 percent of the island’s pet cats were accidentally killed in the process, which, as one report noted, “caused public consternation.”)

Is it any wonder ABC ignores island eradications—arguably the greatest “successes” for lethal control methods—in their talking points? Even if policy makers (and the public, to whom they are accountable) were willing to fund such unspeakable horrors with our tax dollars, there’s no evidence to suggest that such measures can be scaled up for use across the country.

I agree that “cat overpopulation is a human-caused tragedy,” but see nothing in Schroeder’s letter to suggest that ABC is part of the solution.

On the contrary, the record is quite clear: for years now, ABC has been promoting erroneous and misleading information in their tireless effort to vilify free-roaming cats. Indeed, no organization has been more effective at working the anti-TNR pseudoscience into a message neatly packaged for the mainstream media, and eventual consumption by the general public.

This seems to be changing, though, as people begin to see through ABC’s bogus claims—and, just as important, their lack of an alternative to TNR. Like their colleagues at The Wildlife Society, ABC needs to focus less on getting their message out and more on the message itself.

Nico Dauphine Found Guilty of Attempted Animal Cruelty

After more than five months of delays, Nico Dauphine was, this afternoon in the Superior Court of the District of Columbia, found guilty of attempted animal cruelty. (Sentencing hearing is scheduled for November 21st.)

Apparently, even “super lawyer” Billy Martin—brought in at the last minute—couldn’t save Dauphine. While the security camera footage (at least the portions released to the public via Fox 5 News) didn’t prove to be the smoking gun many expected, it was, it seems, sufficiently damning.

That, and Dauphine’s own testimony—which, I’m told, the judge simply didn’t buy. (Perhaps she was no more convincing in court—as, I’m told, she tried repeatedly to distance herself from her own very public statements opposing TNR—than she was during her infamous “Apocalypse Meow” presentation.)

According to a story in the Washington Post (published shortly after I had this post online), “Senior Judge Truman A. Morrison III said it was the video, along with Dauphine’s testimony, that led him to believe she had ‘motive and opportunity.’”

He specifically pointed to her repeated denials of her writings. “Her inability and unwillingness to own up to her own professional writings as her own undermined her credibility,” Morrison said.

Back in the News
While I’m pleased with the verdict, I think the fact that she’s been found guilty is actually less important than the fact that she didn’t get off the hook, if that makes any sense. This was a story that barely made the news when it first broke, and has been all but forgotten in the intervening months. A guilty verdict—regardless of the particulars—will, I hope, get the media interested again.

And, with any luck, asking some hard questions for a change.

Starting with: How in the hell was Nico Dauphine hired by the Smithsonian’s Migratory Bird Center in the first place? They had to know her reputation for both misreading and misrepresenting the science in her efforts to vilify free-roaming cats. Yet, her supervisors—including Peter Marra, of course—had Dauphine studying the hunting habits of pet cats.

As I understand it, hers is a highly competitive fellowship—surely there were other candidates who would have been a better fit. (Or maybe not—again, her reputation preceded her. If Dauphine was in fact the best fit, though, what does that say about the Migratory Bird Center and the National Zoo?)

Reactions
It’s going to be interesting to see how others react to today’s verdict.

Last I checked, The Wildlife Society’s Michael Hutchins hasn’t even mentioned Dauphine’s arrest on his blog—this, despite her extensive contribution to The Wildlife Professional (published by TWS) this past spring, when the magazine was devoted to “The Impact of Free Ranging Cats.” Nor have I seen ABC make any kind of statement. Will they remove Dauphine’s Impacts of Free-ranging Domestic Cats (Felis catus) on birds in the United States from the ABC website now that she’s been convicted, or does ABC still stand by her so-called research?

More interesting will be the reaction from those whose cats were lost—or nearly lost—as a result of Dauphine’s “community service” during her days in Athens. I don’t know that today’s decision will feel much like justice for them, though perhaps it’s a start.

Downgrading ABC’s “Perfect Storm”


Once again, the American Bird Conservancy is using scare tactics to gain support for their long-standing witch-hunt against free-roaming cats, this time suggesting a connection between TNR and rabies exposure. Data from the Centers for Disease Control and Prevention demonstrate no such connection.

Maybe the folks at the American Bird Conservancy were simply feeling left out, what with all the attention the U.S. Fish and Wildlife Service has been getting for their participation in The Wildlife Society’s upcoming feral cat workshop.

You know, all dressed up (tired talking points in hand) and nowhere to go.

With just a day to spare, ABC announced that senior policy analyst Steve Holmer would be participating in the 2nd Annual World Rabies Day Webinar, apparently using the occasion—as is ABC’s habit—to trot out all the usual anti-TNR propaganda.

According to a media release from ABC, Managed Cat Colonies and Rabies was to be “one of 28 presentations being aired in over 70 countries.” I was unable to tune into Holmer’s presentation, but ABC’s announcement suggests I didn’t miss much: “Feral cat colonies bring together a series of high risk elements that result in a ‘perfect storm’ of rabies exposure.”

Put into context, though, the rabies threat posed by “feral cat colonies” is more of a tempest in a teacup.

ABC, CDC, and TWS
“While cats make up a small percentage of rabies vectors,” argues Holmer, “they are responsible for a disproportionate number of human exposures.” As the media release explains:

According to the Centers for Disease Control and Prevention, most people are exposed to rabies due to close contact with domestic animals such as cats and dogs. Although dogs historically posed a greater rabies threat to humans, dog-related incidents have become less frequent in recent decades, dropping from 1,600 cases in 1958 to just 75 in 2008. Meanwhile, cases involving cats have increased over the same period with spikes of up to 300 cases in a single year.

Here, ABC is, once again, not telling us the whole story—beginning with their source. It turns out this paragraph—along with other portions of their release—were lifted verbatim from The Wildlife Society’s Rabies in Humans and Wildlife “fact sheet” (PDF). TWS attributes the figures to a 2009 report of CDC data published in the Journal of the American Veterinary Medical Association (which includes the graph below).

“State health authorities have different requirements for submission of specimens for rabies testing,” note the authors, “therefore, intensity of surveillance varies.” [1]

“Because most animals submitted for testing are selected because of abnormal behavior or obvious signs of illness, percentages of tested animals with positive results in the present report are not representative of the incidence of rabies in the general population. Further, because of differences in protocols and submission rates among species and states, comparison of percentages of animals with positive results between species or states is inappropriate.” [1, italics mine]

Comparing rabies cases in dogs and cats, as TWS—and, by extension, ABC—have done, misrepresents the actual threat posed by cats. Indeed, as “Rabies surveillance in the United States during 2009” makes clear (see table below), no human case of rabies reported between 2000 and 2009 was linked to a cat.

As one of my colleagues astutely observed, “You are more likely to be executed by Rick Perry than die from rabies contracted from a cat.”

[Note: As I’ve demonstrated previously, TWS’s “fact sheets” aren’t any better than ABC’s media releases when it comes to, well, facts. In Rabies in Humans and Wildlife, TWS suggests that treatment for people exposed to rabies “can cost $7,000 or more; every year, the United States spends approximately $300 million on rabies prevention.” [2]

Among the sources cited by TWS is the CDC—which paints a very different economic picture, suggesting that “a course of rabies immune globulin and five doses of vaccine given over a 4-week period typically exceeds $1,000,” and pointing out that the annual expenditures for rabies prevention “include the vaccination of companion animals, animal control programs, maintenance of rabies laboratories, and medical costs, such as those incurred for rabies postexposure prophylaxis.”

If ABC isn’t going to do their own homework, then they should at least look for a trustworthy source.]

TNR: Barrier to Rabies Transmission
“Managed colonies teach feral cats to associate with humans,” says Holmer/TWS, “and while most people will not interact with wildlife, especially animals displaying erratic behavior, cats are perceived as domestic and approachable.”

In an e-mail to me earlier this week, Merritt Clifton editor of Animal People, dismissed several of Holmer’s assertions, describing TNR as “a very useful tool in fighting rabies.”

“Neuter/return feral cat population control, including vaccination, is in truth a very effective rabies control measure, as I know firsthand, because I was personally involved in the introduction of neuter/return feral cat control to the U.S. in 1991–1992—and it was done as part of a rabies control program.”

“The idea,” says Clifton, “was to see whether neuter/return could turn the feral cat population into a vaccinated barrier between rabid raccoons and free-roaming pet cats.”

“As coordinator of a rabies information hotline for the preceding year, following the arrival in Connecticut of the mid-Atlantic raccoon rabies pandemic, I became one of the three coordinators of an experiment which sterilized and vaccinated 330 feral cats at eight locations in northern Fairfield County, Connecticut.”

The experiment was, Clifton explains, a success. “The only rabid cat ever found near our eight working locations,” he says, “was an unvaccinated house cat who was not normally allowed outside, but escaped and fought with a raccoon before being captured by [a] Town of Monroe animal control officer.” Clifton and his colleagues were, he tells me, “honored by the Town of Monroe Police Department for our accomplishment in keeping rabies from spreading beyond raccoons. The certificate is above my desk right now.”

“To date,” Clifton continues, “there has never been even one case of rabies in the U.S. among cats who were part of a managed neuter/return program, coordinated with a humane society or animal control agency. Of the 32 instances of rabid cats in the U.S. reported by ProMed since 2005, 11 involved feral cats, and several others involved found kittens [and] cats of indeterminate status, but none were part of a neuter return/program.”

[Note: The apparent discrepancy between CDC and ProMed figures are, Clifton tells me, easily explained: “ProMed reports outbreaks, not individual cases.”]

Vaccinations
For Holmer, incorporating the rabies vaccine into standard TNR protocol—as is done in many locations—is insufficient.

“Even when they are vaccinated when first trapped, re-trapping cats to revaccinate can be problematic as the cats become wary of the traps. There is also typically not the funding or infrastructure among the colony feeders to repeatedly re-trap cats to administer vaccines.”

In fact, boosters are probably unnecessary. Julie Levy, Maddie’s Professor of Shelter Medicine at the University of Florida’s College of Veterinary Medicine—and one of this country’s foremost experts on feral cats—suggests, “Even a single dose of rabies vaccination provides years of protection against rabies infection.”

When it comes right down to it, initial vaccinations are probably unnecessary, too, in much of the country. As the authors of the 2009 rabies surveillance report—referring to the map shown below—point out, “Most (81.0 percent) of the 300 cases of rabies involving cats were reported from states where raccoon rabies is enzootic, with two states (Pennsylvania and Virginia) accounting for nearly a third of all rabid cats reported during 2009.” [3]

If ABC is truly concerned about the public health threat posed by “feral cat colonies,” why withhold such critical information? Because their “perfect storm” media release has nothing whatsoever to do public health. Or science, for that matter. It’s just another feeble attempt to gain support for their long-standing witch-hunt against free-roaming cats.

And to add to the fear-mongering, ABC now suggests that TNR actually increases the number of stray, abandoned, and feral cats.

“Peer reviewed studies have shown that over time, cat colonies increase in size, the result of the inability to neuter or spay all the cats and the dumping of unwanted cats at the colony sites by callous pet owners. The result is a large number of unvaccinated cats.”

Just 10 months ago, though, ABC was telling a rather different story. Authors of The American Bird Conservancy Guide to Bird Conservation suggest, “few colonies managed under this system shrink.” [4] Either way, ABC is ignoring compelling evidence that TNR can indeed reduce colony size over time—in some cases 16–32 percent, [5] 36 percent, [6] and 66 percent. [7]

“The increase in the cases of human rabies exposure from feral cats,” argues Holmer, “should be a concern to city and other government officials.”

“This problem will only get worse as managed feral cat colonies grow in number because half truths about their impacts and implications on local communities and the environment is accepted by decision makers who mistakenly believe they are receiving full disclosure.”

If Holmer’s looking for half-truths and partial disclosures, he needn’t look any further than ABC’s most recent piece of propaganda—the most insidious element of which is merely implied. One might easily get the impression that ABC has a plan to reduce the population of stray, abandoned, and feral cats—a feasible alternative to TNR.

In fact, there is no such plan.

That’s ABC’s dirty little secret (one they share with TWS and USFWS). And that’s what should be a concern to city and other government officials.

Devolution In the Classroom: Three Editions of F. Gill’s “Ornithology”

For more than 20 years now, Gill’s classic text has been required reading for ornithology students. While the book’s attention to conservation issues has expanded over its three editions, its treatment of the impact of cats on bird populations reflects an unsettling shift away from science.

The hoards of students descending upon college campuses this fall will—despite the rise of the eco-friendly PDF and a great variety of online content—more often than not find their arms and backpacks stuffed with old-school printed-and-bound books. Among them will be Frank Gill’s Ornithology, a regular offering on campus bookstore shelves for 21 years now.

Gill’s Ornithology is, I’m told by one Vox Felina reader, “considered (at least in these parts) the text regarding ornithology.” From what I can tell, it’s popularity as required reading for third- and fourth-year undergraduates isn’t limited to any one region of the country. Indeed, according to Amazon.com, the book is “the classic text for the undergraduate ornithology course.” Its third edition, published in 2007, “maintains the scope and expertise that made the book so popular while incorporating a tremendous amount of new research.”

Unfortunately, none of this new research made it into the section—a single paragraph—meant to address the “threat” of cats. Indeed, students interested in this topic are better off with the first edition, published 17 years earlier.

First Edition
“The numbers of deaths attributable directly or indirectly to human actions each year during the 1970s are staggering,” writes Gill in the 1990 edition of Ornithology, “but are apparently minor in relation to the population level.” [1] Citing a 1979 U.S. Fish and Wildlife Service report by Richard C. Banks, Gill continues:

“Human activities are responsible for roughly 270 million bird deaths every year in the continental United States. This seemingly huge number is less than two percent of the 10 to 20 billion birds that inhabit the continental United States and appears to have no serious effect on the viability of any of the populations themselves, unlike human destruction of breeding habitat and interference with reproduction… Miscellaneous accidents such as impact with golf balls, electrocution by transmission lines, and cat predation, may amount to 3.5 million deaths a year.” [1]

Predation by cats (included under “All Other Indirect”), then, according to Banks, represents about 1.3 percent of overall human-caused mortality—a loss of, at most, 0.04 percent of the U.S. bird population annually. By contrast, hunting and “collision with man-made objects” combine to make up “about 90 percent of the avian mortality documented” in Banks’ report. [2]

Second Edition
Five years later, in the second edition, the story changes dramatically. Gill discards Banks’ reference to cats and uses his 270 million figure purely for dramatic effect—the set-up for a punch line in the form of Rich Stallcup’s back-of-the-envelope guesswork (which Stallcup himself considered “probably a low estimate” [3]). Gill even includes a bar chart to drive the point home. (Apparently, he didn’t find Banks’ pie chart compelling enough to include in the his first edition of Ornithology.)

“Human activities are directly responsible for roughly 270 million bird deaths every year in the continental United States, about 2 percent of the 10 to 20 billion birds that inhabit the continental United States (Banks 1979)… Dwarfing these losses are those attributable to predation by pets. Domesticated cats in North America may kill 4 million songbirds every day, or perhaps over a billion birds each year (Stallcup 1991). Millions of hungrier, feral (wild) cats add to this toll, which is not included in the estimate of 270 million bird deaths each year.” [4]

But Stallcup’s “estimate”—published in the Observer, a publication of the Point Reyes Bird Observatory (which Stallcup co-founded)—lacks even the slightest scientific justification. In fact, “A Reversible Catastrophe” is little more than Stallcup’s advice—at once both folksy and sinister—about defending one’s garden from neighborhood cats (“…try a B-B or pellet gun. There is no need to kill or shoot toward the head, but a good sting on the rump seems memorable for most felines, and they seldom return for a third experience.” [3]).

“Let’s do a quick calculation, starting with numbers of pet cats. Population estimates of domestic house cats in the contiguous United States vary somewhat, but most agree the figure is between 50 and 60 million. On 3 March 1990, the San Francisco Chronicle gave the number as 57.9 million, ‘up 19 percent since 1984.’ For this assessment, let’s use 55 million.

“Some of these (maybe 10 percent) never go outside, and maybe another 10 percent are too old or too slow to catch anything. That leaves 44 million domestic cats hunting in gardens, marshes, fields, thickets, empty lots, and forests.

“It is impossible to know how many of those actively hunting animals catch how many birds, but the numbers are high. To be very conservative, say that only one in ten of those cats kills only one bird a day. This would yield a daily toll of 4.4 million songbirds!! Shocking, but true—and probably a low estimate (e.g., many cats get multiple birds a day).” [3]

It’s hardly surprising that Stallcup’s “estimate” grossly exaggerates predation rates since his research never went any further than the Chronicle’s mention of the U.S. pet cat population. His assumptions about how many of these cats go outdoors and their success as hunters stand in stark contrast to the trend suggested by pet owner survey results and various predation studies (some of which suggest that just 36–56 per­cent of cats are hunters. [5, 6])

(It was, no doubt, the “shocking” aspect of Stallcup’s numbers that appealed to Nico Dauphine, who, in her “Apocalypse Meow” presentation, acknowledges that Stallcup “didn’t do a study” but nevertheless concludes, inexplicably, that his “is a conservative estimate.”)

Unnatural Selection
So, how did Stallcup’s indefensible “estimate” make it into the standard ornithology textbook? It was, Gill told me recently by e-mail, “one of the few refs [he] could find.”

Referring to what he calls “the great cat debates,” Gill writes: “I claim no great expertise or authority… now or in the ancient histories of early textbook editions.”

Fair enough. Writing, editing, and revising multiple editions of Ornithology was an enormous undertaking—one for which Gill deserves much credit. But there was, available at the time, work by scientists who, unlike Stallcup actually studied predation. Indeed, even before the first edition of Ornithology was published, a great deal of work had been done—and compiled in the first edition (published in 1988) of The Domestic Cat: The Biology of Its Behaviour. In it, Mike Fitzgerald, one of the world’s foremost experts on the subject, reviewed 61 predation studies, concluding:

“Predation on songbirds by domestic cats is noticed because it takes place during the day, whereas much predation on mammals takes place at night. People generally enjoy having songbirds in their gardens, and providing food in winter may increase the numbers of birds. When cats kill some of these birds, people assume that cats are reducing the bird populations. However, although this predation is so visible, and unpopular, remarkably little attempt has been made to assess its impact on populations of songbirds.” [7]

Two years later, Fitzgerald had a brief letter on the subject published in Environmental Conservation. His comments are as relevant today as they were some 21 years ago:

“Before embarking… on programmes to educate the public so that they will pressure elected officials to act on ‘cat delinquency,’ we must discover what effect domestic cats really have on the wildlife populations in various urban localities—not merely what effect we assume they have on the basis of prey brought home by cats in one English village. Although we know what prey cats bring home in a few urban localities, we do not know what effect this predation has on the prey populations, or how the wildlife populations might differ if cat populations were reduced. Until we have this information we cannot ensure sound educational programmes. We should perhaps also try to discover what values urban people place on their wildlife and their pets—it seems likely that many of the people who love their pets also treasure the wildlife.” [8]

Surely, Fitzgerald’s work would have been more appropriate for, and useful to, Ornithology’s audience. Instead, unsuspecting undergraduates were treated to biased editorializing dressed up as science.

Third Edition
Gill tells me I wasn’t the first to “react… to the Stallcup paper,” and that the push-back was sufficient to prompt its removal from the third edition. Gone, too, is Banks’ report. Instead, Gill employs the now-common kitchen-sink approach, rattling off a litany of sins—borrowed, it seems, from the American Bird Conservancy.

“Domestic house cats in North America, for example, may kill hundreds of millions of songbirds each year. Farmland and barnyard cats kill roughly 39 million birds (and lots of mice, too) each year. Millions of hungrier, feral (wild) cats add to this toll. There is a common-sense solution. Letting cats roam outside the house shortens their expected life span from 12.5 years to 2.5 years and increases their risk of rabies, distemper, toxoplasmosis, and parasites. Evidence is mounting that cats help to spread diseases such as Asian bird flu. The message is clear: Keep pet cats inside for their own well being and for the future of backyard birds (http://www.abcbirds.org/cats/).” [9]

That 39 million birds figure, of course, comes from the infamous “Wisconsin Study,” the authors of which claim: “The most reasonable estimates indicate that 39 million birds are killed in the state each year.” [10] (The “reason” is, in fact, notably absent from Coleman and Temple’s figure—which can be traced to “a single free-ranging Siamese cat” that frequented a rural residential property in New Kent County, Virginia. [11])

Its implied use as a nationwide estimate, Gill says, was “a lapse.” The more serious lapse by far, though—not in copyediting but in judgment—is Gill’s endorsement of ABC.

A Constructive Approach
While he readily admits that he’s “not tracked nor verified [ABC’s] stats (and have paid precious little attention to the issue for almost 10 years),” Gill’s support is unwavering.

“ABC has taken a lead role on the cat-bird issues, generally with a constructive approach, which I applaud, given how polarized the debates can be.”

Constructive? As I’ve pointed out repeatedly, no organization has been more effective at working the anti-TNR pseudoscience into a message neatly packaged for the mainstream media, and eventual consumption by the general public. (The Wildlife Society, though, which shares ABC’s penchant for bumper-sticker science and public discourse via sound-bites, is at least as eager to participate in the witch-hunt.)

Among the more glaring examples: senior policy advisor, Steve Holmer’s claim, quoted in the Los Angeles Times, that “there are about… 160 million feral cats [nationwide]” [12]; ABC’s promotion of “Feral Cats and Their Management,” with its absurd $17B economic impact “estimate,” published last year by the University of Nebraska-Lincoln; and the numerous errors, exaggerations, and misrepresentations that persist in their brochure Domestic Cat Predation On Birds and Other Wildlife (PDF)—including a rather significant blunder that Ellen Perry Berkeley brought to light seven years ago in her book TNR Past, Present and Future. [13]

A constructive approach begins, by necessity, with sound science. But when it comes to the issue of free-roaming cats, at least, ABC has demonstrated neither an interest nor an aptitude.

So how does such an organization end up as the sole resource listed in a widely-used undergraduate textbook? (One written by the same man who served as the National Audubon Society’s chief scientist from 1996 to 2005, no less.) What’s next—physiology and nutrition books directing students to the PepsiCo Website for their hydration lesson? Psychology texts deferring to Pfizer (makers of Zoloft) on selective serotonin reuptake inhibitors?

Frank Gill’s View
Gill never responded to my follow-up questions for this post. Still, his comments during our first exchange shed some light on his general attitude toward cats. “I have owned some wonderful (Siamese) cats in my life,” Gill explained, “so I do view them positively in many ways. But when they are dumped near a research station by returning vacationers and then eat the ringed birds I have been studying for many years, I take a different view.”

He followed this last sentence with a smiley-face emoticon, though the joke was clearly wasted on me.

“My informal view now is that managed feral cat colonies are potentially a serious threat to local bird populations, including both migrants that stopover in urban parks and endangered shorebird colonies. Sustaining those colonies should be prohibited generally. The return of coyotes to suburban landscapes is most welcome both to add a top predator to these ecosystems and to counter the numbers of feral cats as well as other midsized predators that impact breeding productivity. Just their presence in a neighborhood should persuade cat owners to keep their cats safely inside!”

It would be a mistake to suggest that the sloppy, flawed research I spend so much time critiquing can be traced directly to the second or third editions of Frank Gill’s textbook. Still, for many students, the path to a degree in ornithology (and onto related graduate degrees) leads through the book of the same name. As such, Ornithology may well be their first exposure to issues of population dynamics, conservation, and the like.

First impressions tend to be lasting ones. If, as a wide-eyed undergraduate, you “learned” that cats kill up to four million songbirds every day, how might that shape your future studies? Your career? What if you “learned” that such predation takes a $17B toll on the country annually?

Considering the tremendous burden we’re placing on future generations, why would we hobble them—before they even get started, really—with such misinformation and bias? They’ve got more than enough on their plate without having to fact-check their textbooks, too.

The Daily Show’s Take on the Cat-Bird Debate

By now, many—perhaps most—readers have already seen the segment of Monday night’s episode of The Daily Show with Jon Stewart in which correspondent Aasif Mandvi satirized the cat-bird debate (described all too accurately, I’m afraid, by Mandvi as an “intractable war”).

Interviewed for the piece were American Bird Conservancy president George Fenwick and Alley Cat Allies president Becky Robinson (the cats’ “moneyed lobbyist,” as Mandvi explained, tongue firmly in cheek), while Jackson Galaxy’s contribution was, sadly, reduced to little more than a cameo.

I can’t imagine Fenwick’s pleased with how he came off, but perhaps he should be counting his blessings.

Frankly, I’d like to have seen Fenwick in the hot seat—Jim Kramer-style—defending his talking points (e.g., “cats are super-predators, especially when it comes to birds,” “cats kill hundreds of millions of birds,” etc.) to an unsympathetic Stewart.

Spoiler Alert

Coming up this Wednesday: “Impacts of Free Roaming Cats on Native Wildlife,” a Webinar sponsored by the U.S. Fish and Wildlife Service. Registration, from what I can tell, appears to be open to the public—though I’m still awaiting a confirmation e-mail (which will include, I hope, some clarification re: time zone for this “2:00–3:00 pm” event).

The USFWS Website lists the agency’s own Tom Will as the scheduled speaker, and includes the following description:

A rapidly growing feral and unrestrained domestic cat population kills an average of at least 1.5 million birds in the U.S. every day—and even greater numbers of small mammals and herptiles. Every small songbird species is vulnerable at some stage of its life cycle. Despite ample peer-reviewed science documenting the failure of trap-neuter-release (TNR) programs to reduce cat populations or address wildlife depredation, TNR and outdoor cat feeding colonies continue to be marketed to city councils, county boards, and state legislatures as a viable option. As a result, TNR feeding colonies are proliferating across the landscape at such an alarming rate that wildlife conservation programs intended to create source habitat are being rendered ineffectual in many areas. In this presentation, I briefly review the science on the effects of outdoor cats on wildlife and the ineffectiveness of TNR programs. Then, examples of the decision making process leading to community endorsement of TNR provide some insight into the roadblocks to effective conservation action. Finally, I offer a suite of strategic conservation actions at national agency, community, and home scales whereby the Service and its partners might work effectively to reduce the negative effects of irresponsible civic TNR decisions on wildlife trust resources.

I expect, given Will’s apparent interest in the science surrounding this issue, that he’ll shed some light on the origins of that 1.5 million birds/day predation rate—which, translated to an annual figure, is pretty close to what the American Bird Conservancy uses in The American Bird Conservancy Guide to Bird Conservation: “532 million birds killed annually by outdoor cats.” [1]

This Webinar, then, could be our chance to see the science behind the number. Or not—if this week’s presentation is anything like the one Will gave in 2010 to the Bird Conservation Alliance (which, according to its Website, is “facilitated by” ABC). Last year’s show, “What Can Federal Agencies Do? Policy Options to Address Cat Impacts to Birds and Their Habitats,” available (downloadable PDF) via the Animal Liberation Front Website, was short on science and long on rhetoric (and plenty of misinformation, too).

Now, I’ve no way of knowing what Will is going to present this week. So, although these things tend to be remarkably predictable, I’ll reserve judgment.

That said, it seems like a good time for a quick look at his 2010 material.

Birds of a Feather
As it happens, Tom Will is among those Nico Dauphine thanks “for helpful information, advice, ideas, and discussion in researching this subject” in her 2009 Partners In Flight conference paper. [2] And much of the material Will used last year was shown a year earlier by Dauphine, in her infamous “Apocalypse Meow” presentation. (The similarities are uncanny, actually: identical background color, many of the same images, etc.)

Death by (Faulty) Statistics
Like Dauphine, Will includes the graph (shown below) from the second edition of Frank Gill’s Ornithology, suggesting, apparently, that predation by cats far exceeds all other sources of mortality combined (a claim Dauphine made in her 2008 letter to the editor of the St. Petersburg Times).

But, as I’ve explained previously, Gill’s cat “data” aren’t data at all, but the indefensible (in terms of its lack of scientific merit, but also its almost palpable bias) guesswork of Rich Stallcup, co-founder of the Point Reyes Bird Observatory.

All of which raises serious doubts about USFWS’s commitment “to using sound science in its decision-making and to providing the American public with information of the highest quality possible.”

Counting Cats
The more intriguing visual, though, in Will’s 2010 presentation (shown below) is meant (it seems) to illustrate the relationship between the increasing population of cats and the decreasing populations of bird species over the past 40 years or so.

But, of course, correlation is not the same as causation. I’ll bet that, like cat ownership, membership in the National Audubon Society has risen steadily over the past 40 years—but somehow, I don’t imagine anybody suggesting that bird populations decline as NAS membership climbs.

What first caught my eye was not the the implied relationship between cat numbers and bird numbers, however, but the red dots themselves. The same data were plotted (as shown below) in “What Conservation Biologists Can Do to Counter Trap-Neuter-Return: Response to Longcore et al.,” [3] published last year in Conservation Biology, (among the paper’s 10 co-authors, by the way: Nico Dauphine and Peter Marra).

Look closely at the two graphs, and you’ll see that Will has gotten creative here. His data points (which, I believe, come primarily from the U.S. Census and APPA) are identical to those used in the letter to Conservation Biology, but the vertical scale’s been changed. In Will’s version, the upper right portion of the graph has jumped from 90 million to 150 million cats! (His horizontal axis is shifted slightly, but the impact is nothing by comparison.)

Apparently, Will is combining population data for pet cats with data for feral cats. Trouble is, his “data” for feral cats doesn’t exist. It looks as if Will simply borrowed from Dauphine, who borrowed from David Jessup—whose “estimate” is unattributed.

So much for “using sound science” and “providing the American public with information of the highest quality possible.”

Roaming Charges May Apply
What if Will stuck to what the data actually show? It seems the message is pretty clear: since 1971, the number of pet cats in the U.S. has nearly tripled.

OK, but what does that mean for the nation’s wildlife? Keep in mind: the country’s human population swelled by 43 percent over the same period, taking an enormous toll on wildlife—either directly (e.g., loss of habitat via development, birds colliding with buildings, etc.) or indirectly (e.g.,  increased pollution and pesticide use).

Let’s set all that aside for the moment, though, and get back to pet cats. Even if the graphs accurately reflect the upward trend of cat ownership in the U.S. (and I’m not sure they do), they grossly misrepresent the threat to wildlife—which, presumably, is the point.

Simply put, there are not three times as many pet cats outdoors today.

The data I have, from the American Pet Products Association, [4] go back only to 1998. At that time, 56 percent of cat owners responding to APPA’s National Pet Owners Survey indicated that their cats were indoors-only; in 2008, that figured had climbed to 64 percent.

With an estimated 89.6 million pets cats in the U.S. in 2010, then, that means that about 32.4 million cats are outdoors for at least some part of the day (and approximately half of those are outside for less than three hours each day [5, 6]).

What was the proportion in 1971? Unfortunately, I’ve been unable to find any survey results from the 1970s or 1980s. All we can do it guess.

Let’s say that in 1971 just one-third of pet cats were kept indoors exclusively (the very situation Dauphine would have us believe we’re facing today). That means 21.5 million cats were free-roaming for at least some part of the day.

Again, this is a guess—not an unreasonable one, but a guess anyhow. Still, the implications are significant. While it’s true that the number of pet cats has tripled over the past 40 years, the number that are free-roaming has probably increased by only 50 percent or so.

Prosecution or Persecution?
Finally, I’m curious to see if Will’s “suite of strategic conservation actions” will include, as his 2010 presentation suggests, threatening those who conduct or officially endorse TNR with prosecution under the Endangered Species Act (ESA) and the Migratory Bird Treaty Act (MBTA).

This has become a common tactic in recent years (see, for example, the Florida Keys National Wildlife Refuges Complex Integrated Predator Management Plan/Draft Environmental Assessment, released earlier this year), though it goes back to at least 2003, when Pamela Jo Hatley, then a law student, suggested the possibility.

(One wonders if USFWS, the agency responsible for drafting the Keys Predator Management Plan, could be prosecuted under the ESA and MBTA in the event—not unlikely—that a large-scale round-up of feral cats resulted in a population explosion of rats, which in turn decimate the very species the Plan claims to protect.)

As a say, I’m not going to critique Will’s presentation until he’s had the chance to give it. Indeed, he may very well deliver on the science review, policy insights, conservation actions, etc. If what he provided the BCA is any indication, though, the man’s got his work cut out for him.

Cat Management Plan Reads Like Fiction

In her recent attempt to “respond to recent comments and misinformation voiced by concerned citizens,” Anne Morkill, Refuge Manager for the Florida Keys National Wildlife Refuges, misrepresented both the rationale for, and implications of, the U.S. Fish and Wildlife Service’s indefensible Predator Management Plan. My response to Morkill’s opinion piece was published in today’s Upper Keys Free Press (download 15.4 MB PDF) (p. 43) under the headline “Cat management plan reads like fiction”:

I’d like to challenge some of the assertions made by Anne Morkill in her recent letter (“Refuges, animal advocates have common goal,” March 30), beginning with her suggestion that the impact of free-roaming cats on the Keys’ wildlife is well understood. In fact, the rationale presented by the U.S. Fish and Wildlife Service in its Florida Keys National Wildlife Refuges Complex Integrated Predator Management Plan/Draft Environmental Assessment (download PDF) demonstrated quite clearly that the organization lacks the necessary understanding (e.g., estimates of population size, range, diet, etc.) to begin “managing” cats on or near the refuges.

Given the fact that the USFWS has been struggling with this issue for years (at taxpayer expense, of course), one might expect a better foundation of knowledge from which to proceed (again, at taxpayer expense).

Morkill is quick to brush aside allegations that wildlife impacts have “been overstated and the science is flawed,” but offers little in the way of details. She notes the obvious—that cats do kill birds, small mammals and so forth—but says nothing about the extent of such predation or its impact on those populations of greatest concern (e.g., the Lower Keys marsh rabbit and Key Largo woodrat, etc.). And her mention of “popular literature” as a legitimate source for such evidence—a reference, I assume, to Jonathan Franzen’s latest novel, Freedom, in which the author (who sits on the board of the American Bird Conservancy) gives voice to his own opinions about cats and birds through one of his characters—is enough to erode any credibility she may have had on the subject.

On the other hand, much of the “justification for action” presented by USFWS in its Predator Management Plan is itself a kind of fiction. To support their claim that free-roaming cats have been a major cause of 33 extinctions around the world, for example, USFWS references studies of species that simply aren’t extinct. And, among the “evidence” of island extinctions are studies that—in addition to having nothing to do with extinctions—were not conducted on islands (e.g., rural Wisconsin, the small English village of Felmersham, etc.).

USFWS claims that free-roaming cats kill at least one billion birds every year in the U.S., but provides virtually nothing in the way of support. Indeed, one the three articles referenced—published in a birding magazine—is about defending one’s garden from neighborhood cats (“… try a B-B or pellet gun. There is no need to kill or shoot toward the head, but a good sting on the rump seems memorable for most felines, and they seldom return for a third experience.”). Another article cited by USFWS isn’t about cats at all. Or even invasive animals. It’s about invasive plants.

For USFWS to include such egregious errors in its Predator Management Plan (and there are plenty more, as I’ve documented in my comments to USFWS) suggests carelessness, clearly, but also a disregard for the public they are supposed to serve.

Had USFWS been more diligent in its review of the science, its plan would have addressed the risk of removing free-roaming cats from the Keys. If the agency were successful in removing the cats (unlikely, given their poor track record), the population of black rats would likely skyrocket—and decimate the very populations of native birds, mice and rats USFWS is trying to protect. As would the use of rodenticides that they would use ordinarily to control the population of rats. This phenomenon is well documented in the scientific literature, yet USFWS fails to acknowledge even the possibility in the Keys.

And they fail to acknowledge what’s involved in “successful” removal efforts. On Marion Island, located in the sub-Antarctic Indian Ocean, it took 19 years to eradicate something like 2,200 cats—using disease, poisoning, intensive hunting and trapping, and dogs. This, on an island that’s only 115 square miles in total area (slightly smaller than the combined area of the Keys), barren and uninhabited. The cost, I’m sure, was astronomical.

USFWS has a much more difficult task on its hands, obviously, though one would never guess this was the case reading through its Predator Management Plan.

And finally, a few comments about Morkill’s claim that “the service will not kill any cats.” Does she really think readers won’t pick up on the game she’s playing? If USFWS goes through with its plan, as proposed, it’s quite likely that many cats will end up dead. Does it matter that the dirty work will be done by Monroe County animal control shelters, rather than USFWS? As Morkill points out, the shelters “will be responsible for choosing the best future for the cats,” which, she adds, “may be adopted by individuals or groups that can provide long-term care.”

I asked Connie Christian, executive director of the Florida Keys SPCA, about this issue earlier this year, and she told me, “We do not have an outlet for feral cats that are brought to us without a request for return.” In other words, that “best future” Morkill refers to is—almost certainly—no future at all.

Like Morkill, I “agree that this is a people problem.” Unfortunately, she missed the irony in her comment: some of the people at the heart of the problem are right there at USFWS.

The Feral Feeding Movement

At least that’s what the paper’s Website says.

Now, as somebody who reads SF Weekly only rarely, I want to be careful not to generalize. But if last week’s feature story is typical, then it’s time for the paper to update either its About page or its editorial standards.

“Live and Let Kill” isn’t particularly smart. And, as journalism, it falls well short of the “serious” category.

Reporter Matt Smith argues that “greater scrutiny may be just what the feral feeding movement needs,” while he swallows in one gulp the numerous unsubstantiated claims made by TNR opponents.

Indeed, Smith pays more attention to colony caretaker Paula Kotakis’ “cat-hunting outfit” (“green nylon jacket, slacks, and muddied black athletic shoes”) and her mental health (“For Kotakis, strong emotions and felines go together like a cat and a lap.”) than he does the scientific papers he references (never mind those he overlooks).

His reference to “the feral feeding movement” reflects Smith’s fundamental misunderstanding of TNR, and his dogged efforts to steer the conversation away from sterilization, population control, reduced shelter killing, and the like—to focus on the alleged environmental consequences of subsidizing these “efficient bird killers and disease spreaders.”

Here, too, Smith misses the mark—failing to dig into the topic deeply enough to get beyond press releases, superficial observations, rhetorical questions, and his own bias.

Make no mistake: there’s an agenda here.

Science: The Usual Suspects
“Environmentalists,” writes Smith, “point out that outdoor cats are a greater problem to the natural ecological balance than most people realize.” Actually, what most people (including Smith, perhaps) don’t realize is that Smith’s sources can only rarely defend their dramatic claims with solid science.

Populations and Predation
Smith’s reference to the American Bird Conservancy, which, we’re told, “estimates that America’s 150 million outdoor cats kill 500 million birds a year,” brings to mind the 2010 L.A. Times story in which Steve Holmer, ABC’s Senior Policy Advisor, told the paper there were 160 million feral cats in the country.

Smith got a better answer out of ABC—but ABC’s better answers are only slightly closer to the truth.

Surveys indicate that about two-thirds of pet cats are kept indoors, which means about 31 million are allowed outside (though about half of those are outdoors for less than two or three hours a day). [1–3]. So where do the other 120 million “outdoor cats” come from? And if there are really 150 million of them in the U.S.—roughly one outdoor cat for every two humans—why don’t we see more of them?

Reasonable questions, but Smith is no more interested in asking than ABC is in answering.

The closest Smith comes to supporting ABC’s predation numbers is a reference to Jonathan Franzen’s latest novel, Freedom, a book “about a birder who declares war on ‘feline death squads’ and calls cats the ‘sociopaths of the pet world,’ responsible for killing millions of American songbirds.” (The fact that Franzen sits on ABC’s board of directors seems to have escaped Smith’s notice.)

In Smith’s defense, chasing down ABC’s predation numbers is a fool’s errand. Such figures—like the rest of ABC’s message regarding free-roaming cats—have more to do with marketing and politics than with science.

No 1. Killer?
For additional evidence, Smith turns to Pete Marra’s study of gray catbirds in and around Bethesda, MD.

“In urban and suburban areas, outdoor cats are the No. 1 killer of birds, by a long shot, according to a new study in the Journal of Ornithology. Researchers from the Smithsonian Institution put radio transmitters on young catbirds and found that 79 percent of deaths were caused by predators, nearly half of which were cats.”

Let’s see now… half of 79 percent… That’s nearly 40 percent of bird deaths caused by cats, right? Well, no.

Although SF Weekly included a link to the Ornithology article on its Website, it seems Smith never read the paper. Like so many others (e.g., The Washington Post, The New York Times, The Christian Science Monitor, etc.), he went with the story being served up by Pete Marra and the Smithsonian.

The real story, it turns out, is far less dramatic than headlines would suggest. In fact, neighborhood cats were observed killing just six birds.

What’s more, even if Marra and his colleagues are correct about the three additional kills they attribute to cats, the title of “No. 1 killer of birds” goes not to the cats, but to unidentified predators, as detailed in the Ornithology paper:

“During our study of post-fledging survival, 61% (42/69) of individuals died before reaching independence. Predation on juveniles accounted for 79% (33/42) of all mortalities (Bethesda 75% (6/8), Spring Park 75% (12/16), and Opal Daniels 83% (15/18) with the vast majority (70%) occurring in the first week post-fledging. Directly observed predation events involved domestic cats (n = 6; 18%), a black rat snake (n = 1; 3%), and a red-shouldered hawk (n = 1; 3%). Although not all mortalities could be clearly assigned, fledglings found with body damage or missing heads were considered symptomatic of cat kills (n = 3; 9%), those found cached underground of rat or chipmunk predation (n = 7; 21%) and those found in trees of avian predation (n = 1; 3%). The remaining mortalities (n = 14; 43%) could not be assigned to a specific predator. Mortality due to reasons other than predation (21%) included unknown cause (n = 2; 22%), weather related (n = 2; 22%), window strikes (n = 2; 22%) and individuals found close to the potential nest with no body damage (n = 3; 34%), suggesting premature fledging, disease or starvation.” [4]

Taken together, the detailed mortality figures and the study’s small sample size make a mockery of Smith’s claim, and—more important—its implications for feral cat management. Which might explain why he didn’t bother to share this information with readers.

The Power of One
“If trappers miss a single cat,” warns Smith, “populations can rebound if they’re continuously fed, because a fertile female can produce 100 kittens in her lifetime. Miss too many, and the practice of leaving cat food in wild areas will actually increase their numbers by helping them to survive in the wild.”

As Michael Hutchins, Travis Longcore, and others have pointed out, I don’t have a degree in biology. Still, I don’t think I’m going out on a limb when I say that “a single cat” isn’t likely to reproduce on its own.

Nor is a female cat—even with help—going to produce 100 kittens over the course of her lifetime. A study of “71 sexually intact female cats in nine managed feral cat colonies” found that:

“Cats produced a mean of 1.4 litters/y, with a median of 3 kittens/litter (range, 1 to 6). Overall, 127 of 169 (75%) kittens died or disappeared before 6 months of age. Trauma was the most common cause of death.” [5]

To produce 100 kittens, then, an unsterilized female would have to live at least 25 years. Smith fails to reconcile—or even acknowledge—the obvious discrepancy between claims of of-the-charts fecundity and—to use David Jessup’s phrase—the “short, brutal lives” [6] of feral cats.

Do these cats breed well into their golden years, or, are they “sickened by bad weather, run over by cars, killed by coyotes, or simply starved because feeders weren’t able to attend to a cat colony for the several years or more that are called for,” as Smith suggests?

Clearly, the two scenarios are mutually exclusive.

California Quail
The closest we get to the “demise of native birds” promised on the cover is Smith’s observation that “wildlife advocates blame the city’s forgiving attitude toward feral cats for helping to almost wipe out native quail, which used to be commonplace.”

This is not a new complaint, as a 1992 story in the San Francisco Chronicle illustrates:

“A decade ago, the hedges and thickets of Golden Gate Park teemed with native songbirds and California Valley quail. Now the park is generally empty of avian life, save for naturalized species such as pigeons, English sparrows and starlings.” [7]

But the Chronicle, despite its dire proclamation (“One thing seems certain: San Francisco can have a healthy songbird population or lots of feral cats, but not both.” [7]), did no better than SF Weekly at demonstrating anything more than correlation. This, despite interviews with scientists from the California Academy of Sciences, Point Reyes Bird Observatory, and Golden Gate Chapter of the Audubon Society.

A few years later, Cole Hawkins thought he found the answer. Conducting his PhD work at Lake Chabot Regional Park, Hawkins reported that where there were cats, there were no California Quail—the result, he argued, “of the cat’s predatory behavior.” [8] In fact, Hawkins found very little evidence of predation, and failed to explain why the majority of ground-nesting birds in his study were indifferent to the presence of cats—thus undermining his own dramatic conclusions.

A quick look at A. Starker Leopold’s 1977 book The California Quail (a classic, it would seem, given how often it’s cited) offers some interesting insights on the subject. (Full disclosure: this was a quick look—I turned immediately to the glossary, and then to the two sections corresponding to “Predators, cats and dogs.”)

In the “Quail Mortality” chapter, Leopold describes Cooper’s Hawk as “the most efficient and persistent predator of California Quail,” [9] in stark contrast to cats.

“The house cat harasses quail and may drive them from the vicinity of a yard or a feeding station (Sangler, 1931), but there is little evidence that they catch many quail in wild situations. Hubbs (1951) analyzed the stomach contents of 219 feral cats taken in the Sacramento Valley and recorded one California Quail. Feral cats, like bobcats, prey mostly on rodents.” [9, emphasis mine]

The picture changes somewhat, though, when we get to Leopold’s chapter on “Backyard Quail”:

“Cats… not only molest quail, but skillful individuals capture them frequently… Feline pets that are fed regularly are not dependent on catching birds for a living, but rather they hunt for pleasure and avocation. They can afford to spend many happy hours stalking quail and other birds around the yard, and hence they are much more dangerous predators than truly feral cats that must hunt for a living and therefore seek small mammals almost exclusively (wild-living cats rarely catch birds).” [9]

As to how many “skillful individuals” reside in Golden Gate Park, it’s anybody’s guess. (The idea that few cats catch many birds while many cats catch few if any, however, is well supported in the literature.) And, while they may be well fed, it’s not clear that their very public “yard” and skittish nature afford the park’s cats “many happy hours stalking.”

(A more recent source, The Birds of North America, provides an extensive list of California Quail predators—including several raptor species, coyotes, ground squirrels, and rattlesnakes. Cats are mentioned only as minor players. [10])

Toxoplasmosis
Another complaint from the area’s wildlife advocates, writes Smith, is “Toxoplasma gondii, “shed in cat feces, that threatens endangered sea otters and other marine mammals.” But not all T. gondii is the same. In fact, nearly three-quarters of the sea otters examined as part of one well-known study [11] were infected with a strain of T. gondii that hasn’t been traced to domestic cats. [12]

Once again, domestic cats have become an easy target—but, as with their alleged impact on California Quail, there’s plenty we simply don’t know.

Feral Feeding

For Smith, the trouble with TNR is its long-term maintenance of outdoor cat populations. “Its years of regular feeding,” he argues, citing Travis Longcore’s selective review of the TNR literature, [13] (which Smith mischaracterizes as “a study”), “causes ‘hyperpredation,’ in which well-fed cats continue to prey on bird, mammal, reptile, and amphibian populations, even after these animals become so scarce they can no longer sustain natural predators.”

But that’s not what happened in Hawkins’ study (though he did his best to suggest as much). And it’s not what happened in the two Florida parks Castillo and Clarke used to study the impact of TNR.

Over the course of approximately 300 hours of observation (this, in addition to “several months identifying, describing, and photographing each of the cats living in the colonies” [14] prior to beginning their research), the researchers “saw cats kill a juvenile common yellowthroat and a blue jay. Cats also caught and ate green anoles, bark anoles, and brown anoles. In addition, we found the carcasses of a gray catbird and a juvenile opossum in the feeding area.” [14]

That’s it—from nearly 100 cats (about 26 at one site, and 65 at another).

Calhoon and Haspel, too, found little predation among the free-roaming cats they studied in Brooklyn: “Although birds and small rodents are plentiful in the study area, only once in more than 180 [hours] of observations did we observe predation.” [15]

Feeding and Population Control
Smith’s description of the vacuum effect reflects his misunderstanding of the phenomenon and the role feeding play in TNR more broadly:

“Feral cat advocates believe removing cats from the wild creates a natural phenomenon known as the ‘vacuum effect,’ in which new cats will replace absent ones. (Key to the ‘vacuum’ are the tons of cat food TNR supporters place twice a day, every day, at secret feeding stations nationwide.)”

Smith would have readers believe that TNR practitioners bait cats the way hunters bait deer. In fact, the food comes after the cat(s), not the other way around.

Cats are remarkably resourceful; where there are humans, there is generally food and shelter to be found. Indeed, even where no such support is provided, cats persist. On Marion Island—barren, uninhabited, and only 115 square miles in total area—it took 19 years to eradicate about 2,200 cats, using disease (feline distemper), poisoning, intensive hunting and trapping, and dogs. [16, 17]

As Bester et al. observe, the island’s cats didn’t require “tons of cat food” as an incentive to move into “vacuums”:

“The recolonization of preferred habitats, cleared of cats, from neighbouring suboptimal areas served to continually concentrate surviving cats in smaller areas.” [16]

Still, those “tons of cat food TNR supporters place twice a day, every day, at secret feeding stations nationwide” are key to the success of TNR—just not in the way Smith suggested. Feeding allows caretakers to monitor the cats in their care, “enrolling” new arrivals as soon as possible.

By bringing these cats out into the open—via managed colonies—they’re much more likely to be sterilized and, in some cases, vaccinated. Many will also find their way into permanent homes. Take away the food, and these cats will merely slip back into the surroundings, go “underground.”

And in no time at all, the ones that weren’t sterilized will be breeding.

By framing TNR (the “feral feeding movement,” as he insists on calling it) as “animal welfare ethics on one side, and classic environmental ethics on the other,” Smith overlooks some critical common ground: all parties are interested in reducing the population of feral cats. He also allows himself to give in to an easy—and rather tired—narrative: the crazy cat ladies v. the respected scientists.

At the same time Smith recognizes Kotakis’ dedication and accomplishment (“In her tiny bit of territory in the eastern parts of the park, her method and dedication might just have created a tipping point that has produced a humane ideal of fewer feral cats.”), he can’t resist commenting on her OCD (including a quote from a clinical psychologist who, we can safely assume, has never even met Kotakis).

Meanwhile, Smith couldn’t care less about looking into the science.

I suppose “Live and Let Kill” is balanced in the sense that Smith gives “equal time” to both sides of the issue, but that’s not good enough. Serious journalism demands that readers are provided the truest account possible.

Two stories from New York Times writer Elisabeth Rosenthal caught my eye this past Monday. The first, “Tweety Was Right: Cats Are a Bird’s No. 1 Enemy”—the latest recounting of Pete Marra’s catbird research—reads more like a joint press release from ABC and the Smithsonian than it does a Times-worthy science story.

In the second piece, posted on the Green blog, Rosenthal weighs bird mortalities from wind turbines against the number of birds killed each year by cats: 440,000 compared to 500 million.

The figure for wind turbines comes, presumably, from the U.S. Fish & Wildlife Service (USFWS), while the estimate for annual cat kills comes from the American Bird Conservancy (ABC). Interestingly, I’ve been unable to locate anything on the USFWS Website to support the estimate attributed to that organization; in fact, the only place I’ve seen the connection made is on ABC’s Website.

Thanks to one of my devoted (and well-informed) readers, I need to correct this last point. In fact, the USFWS estimate comes from a 2009 paper (PDF available for download here) by Albert Manville, Senior Wildlife Biologist with USFWS.

Not that it makes a great deal of difference, I suppose—I don’t have much confidence in either ABC or USFWS.

Beyond the Numbers
Even setting aside for the moment the questionable accuracy of each mortality estimate, the comparison is still not as straightforward as it first appears. “If your interest is in protecting several iconic American bird species,” suggests Rosenthal, “the whooping crane, the golden eagle and the sage grouse—wind turbines are possibly the bigger problem.”

The greater sage-grouse, a species listed as Near-Threatened, and the whooping crane, officially Endangered, with perhaps fewer than 500 remaining in the wild, are of particular concern.

“In protecting America’s wildlife,” argues Robert Bryce in a 2009 Wall Street Journal opinion piece, “federal law-enforcement officials are turning a blind eye to the harm done by ‘green’ energy.” [1]

Bryce, who, according to his bio, “has been writing about the energy business since 1989,” says oil companies and electric utilities have often been sued under the Migratory Bird Treaty Act. “Yet there is one group of energy producers that are not being prosecuted for killing birds: wind-power companies.” [1]

Like Bryce, Michael Fry, ABC’s Director for Conservation Advocacy, doesn’t care for this double standard. “Somebody has given the wind industry a get-out-of-jail-free card,” he told Bryce. “If there were even one prosecution, the wind industry would be forced to take the issue seriously.” [1]

But there’s a certain irony in Fry’s complaint.

If the wind industry’s been given a “pass,” it’s due in no small part to ABC and their relentless campaign against free-roaming cats. Since at least 1997, when their Cats Indoors! program was launched, ABC has been telling anybody who would listen that free-roaming cats kill an extraordinary number of birds each year.

In so doing, ABC has given the wind industry one of its strongest arguments against making the kinds of changes ABC is now demanding.

The Marketing of the Wisconsin Study
Their undated brochure Domestic Cat Predation on Birds and Other Wildlife, for example, still available on the ABC Website, cites, among other apparently damning evidence, the infamous “Wisconsin Study”: “Rural free-roaming cats kill at least 7.8 million and perhaps as many as 217 million birds a year in Wisconsin. Suburban and urban cats add to that toll.” [2]

Not that ABC hasn’t had help. USFWS, too, has tried its best to legitimize these back-of-the-envelope “estimates,” settling on the researchers’ “most reasonable estimate” [3] of 39 million birds killed each year in Wisconsin for its publications on the subject. [4, 5]

And these efforts have paid off. For years now, news stories of birds killed by wind turbines have referred—sometimes directly, and sometimes not—to predation rates that Stanley Temple himself admitted “aren’t actual data.” [6]

A 2005 U.S. Department of Agriculture Forest Service report cites Coleman and Temple’s work specifically, [7] suggesting that their own “estimate of 100 million birds killed by cats on an annual basis” is therefore “highly conservative” by comparison. [8] According to the report:

“…annual bird mortality from anthropogenic sources may easily approach 1 billion birds a year in the U.S. alone. Buildings, power lines and cats are estimated to comprise approximately 82 percent of the mortality, vehicles 8 percent, pesticides 7 percent, communication towers 0.5 percent, and wind turbines 0.003 percent.” [8]

In Wind Power: Impacts on Wildlife and Government Responsibilities for Regulating Development and Protecting Wildlife, also published in 2005, the Government Accountability Office offers no total for birds killed by wind turbines, but goes into detail regarding several other causes of mortality, including cats (“hundreds of millions of bird deaths”) using data from USFWS. [9]

Industry insiders, too, have been paying attention.

Wisconsin Focus on Energy, for example, uses Coleman and Temple’s figures to “put the situation in perspective”:

“Cats, both feral and domestic, also take their toll on birds. A Wisconsin Department of Natural Resources report [3] states, ‘recent research suggests that rural free-ranging domestic cats in Wisconsin may be killing between 8 million and 217 million birds each year. The most reasonable estimates indicate that 39 million birds are killed in the state [Wisconsin] each year.’” [10]

Laurie Jodziewicz, communications and policy specialist for the American Wind Energy Association (AWEA) offered a similar perspective in a 2009 interview with Mother Earth News: “Even if we got 100 percent of our electricity from wind turbines, bird mortality wouldn’t be even close to that which is caused by communication towers, buildings, automobiles or even cats.” [11]

And the debate continues.

In a news release from earlier this month, ABC challenges AWEA’s estimates:

“The U.S. Fish and Wildlife Service has estimated that approximately 440,000 birds are already being killed each year by wind turbines, yet AWEA continues to assert that the death toll is less than one quarter of this. More importantly, the industry association ignores the fact that wind development is currently a tiny fraction of that proposed for 2030 when it is anticipated to kill a minimum of one million birds annually, and likely many more.”

Still, it’s a difficult argument to make on the basis of the numbers alone.

Perhaps the folks at ABC and USFWS might offer some perspective of their own—pointing out, for instance, that predators, cats included, tend to prey on unhealthy birds [12–15], whereas mortalities from non-predatory events—collisions with wind turbines, for example—tend to include healthy and unhealthy individuals alike. Or that cat owners are increasingly keeping their cats indoors—thus reducing their impact on wildlife. [16—18]

Or that the “Wisconsin Study” numbers are meaningless. Or that context matters.

It’s all true, of course, and it would bolster their case against the growing wind industry. On the other hand, ABC and USFWS would have to do the unthinkable: concede some of the very points TNR advocates have been making for years.

Best Available Science?

After a while, I suppose, such things will no longer surprise me.

A couple weeks ago, the American Bird Conservancy released a statement in support of the Florida Keys National Wildlife Refuges Complex Integrated Predator Management Plan/Draft Environmental Assessment proposed by the U.S. Fish and Wildlife Service (USFWS):

“American Bird Conservancy, the nation’s leading bird conservation organization, and 27 additional science and conservation organizations have signed a letter to the Florida Keys National Wildlife Refuge supporting their plans to remove cats and cat feeding stations found on refuge lands in the Keys because of the harm they are causing to birds and other wildlife, including endangered species.”

No surprise there, really. It’s the following paragraph that caught my eye:

“The U.S. Fish and Wildlife Service deserves credit for bringing the best available science to bear on the management of exotic predators inhabiting National Wildlife Refuge lands regardless of the emotional aspects of the issue,” said Steve Holmer, Senior Policy Advisor for American Bird Conservancy. “Given the overwhelming evidence of harm to native birds inhabiting and migrating through the Keys, this predator management plan offers hope for healthier environment.”

“Best available science”? Are we talking about the same document here?

Granted, this is Steve Holmer—the same guy who, a year ago, told the Los Angeles Times that there are 160 million feral cats in the U.S. (a figure he arrived at by “reinterpreting” the already inflated figure proposed by Dauphine and Cooper).

In other words, consider the source.

Among the letter’s highlights (the letter itself doesn’t seem to be available, which is a shame, as I’m very interested in knowing which other “science and conservation organizations” are supporters):

“…cat predation accounted for 50 percent and 77 percent of mortality of two endangered species—the Lower Keys Marsh Rabbit and the Key Largo Woodrat.”

Lower Keys Marsh Rabbit
ABC’s claim about cats being responsible for half the mortality of marsh rabbits doesn’t actually correspond with what’s in the USFWS plan:

“Free-roaming domestic cat predation accounted for 50 percent of adult Lower Keys marsh rabbit mortality during radio telemetry studies and was cited as the largest factor limiting their population viability in the 1990s (Forys and Humphrey 1999).” [1]

During her PhD dissertation work, Elizabeth Forys’ found that 13 of 24 rabbits monitored over the course of her research were killed by cats, [2] findings she described four years later (in the paper cited by USFWS) this way:

“Twenty-seven (18 M, 9 F) of the 43 radiocollared individuals died during our 2.5-year study. Domestic cats killed the most marsh rabbits (53 percent of all mortality), killing nearly an equal number of both juvenile and adult marsh rabbits.” [3]

ABC misrepresents both Forys’ work and the USFWS plan by transforming those 13 marsh rabbits into “50 percent of mortality of [this] endangered species.” And this is too straightforward to be an accident.

For what it’s worth, this has been done before.

Impact of Cats on Marsh Rabbits
The Multi-Species Recovery Plan (MSRP) for South Florida, published in 1999 by USFWS, refers repeatedly to Forys’ work, noting, for example:

“Although habitat loss is responsible for the original decline of the Lower Keys marsh rabbit, high mortality from cats may be the greatest current threat to the persistence of the Lower Keys marsh rabbit [4].”

The report’s authors alternate between concessions and allegations, the latter of which are based on what can only be considered—even in the most generous light—circumstantial evidence. They acknowledge, for instance, that “a detailed study of cat diets in the Keys has not been conducted,” but then point out that “rabbits were the largest component of feral cat diets in several studies that have been conducted elsewhere (Jones and Coman 1981, Liberg 1985).” [5]

Let’s set aside for the moment the debate about whether or not two is considered “several” (and the fact that they got the year wrong on the Liberg study). Where exactly were those studies conducted? “Victorian Mallee, Kinchega National Park in western New South Wales, and the Victorian eastern highlands” [6] and “Revinge area in southern Sweden.” [7]

None of which, it’s safe to say, could be mistaken for the Florida Keys.

USFWS also acknowledges that “the exact extent [of predation by cats] cannot be determined,” though they imply that it must be increasing: “the number of cats present in the Lower Keys has increased over the past 20 years with the increase in the residential population.” [5]

(In fact, a number of studies have shown that cats will shift their “preferences” according to prey availability [see, for example, the review in 8]. Indeed, this was the case in the study from southern Sweden cited by USFWS: “Wild rabbits were the most important prey, and cats responded functionally to changes in abundance and availability of this prey.” [7])

The less common the rabbits, the less likely they are to fall prey to free-roaming cats.

Telling Stories
Somewhere along the line, though, the marsh rabbit story began to change.

An article in The Key West Citizen describing USFWS’s 2007 effort to round up cats in the Keys [9, 10] is a clear reference to—and equally clear misrepresentation of—Forys’ work:

“According to a 1999 U.S. Fish and Wildlife report, feral cats have killed 53 percent of marsh rabbits in the Lower Keys.” [9]

Contributors to the 2008 South Florida Environmental Report claim, “feral cats… have contributed to a 50 percent decline in populations of Hugh Hefner’s rabbits (Sylvilagus palustris hefneri, an endangered subspecies of marsh rabbit named for Hefner’s contributions to their research) on Big Pine Key (CNN.com, accessed May 20, 2007).” [11] I was unable to find anything at the CNN site, but suspect the story was nothing more than a pick-up of the story that ran in The Key West Citizen. (Florida residents will no doubt take great comfort in knowing that the South Florida Water Management District, publisher of the report, is unwilling to look any further than CNN.com for its science.)

In the 2009 book Invasive Species: Detection, Impact and Control, the story is much the same:

“[cats] have been a factor in the 50 percent decline in populations of the endangered Lower Keys marsh rabbit (Forys and Humphrey 1999).” [12]

In fact, Forys and Humphrey have little to say about the declining population:

“During the 1970s and 1980s, a period of intense habitat destruction, a decline in marsh rabbits was reported (Lazell 1984).” [3]

And Lazell? Nothing at all about the marsh rabbit population. I did, however, find this interesting:

“In 1980 I live-trapped five specimens on Lower Sugarloaf Key under Florida Game and Fresh Water Fish Commission (FGFWFC) permit 28. Three were prepared as skins and skeletons; two were released after physiological studies (Dunson and Lazell, 1982).” [13]

Not that Lazell was the only scientist taking marsh rabbits. North of the Keys, 10 years earlier, Nicholas Holler and Clinton Conaway were studying the reproduction of this now-endangered species.

“From September 1968 through August 1969, 610 marsh rabbits were collected by hand or with a .22 caliber rifle in sugarcane plantations south and west of Belle Glade, Palm Beach and Hendry counties, Florida, at the southern edge of Lake Okeechobee. Rabbits were readily obtained except in July, August, and September…. After collection, rabbits were weighed and one eye and one front paw were preserved in 10 percent formalin.” [14]

To put this into perspective, the MSRP (published 30 years after Holler and Conway’s research) suggests that there may be only 100–300 marsh rabbits left. [5]

How’s that for irony? It seems the best evidence of a declining population comes from two scientists who killed several hundred marsh rabbits 40 years ago.

Key Largo Woodrat
ABC’s reference to Key Largo woodrat mortality is actually an accurate recounting of what’s in the USFWS plan:

“In addition, cats accounted for 77 percent of the mortality during a recent re-introduction of the Key Largo woodrat (S. Klett, Refuge Manager, personal communication).” [1]

Such personal communications—even by knowledgeable, honest professionals—are no substitute for rigorous, science-based reporting. What kind of sample size are we talking about? Over what duration? Under what conditions? Where? Etc.

More to the point, though: here is ABC once again blatantly misrepresenting the science (or the closest thing we’ve got to science, in this case). USFWS is talking about a portion of the population, while ABC is talking about the entire population. And I have to think the people responsible are smart enough to know the difference—which, of course, can mean only one thing: it’s not the intelligence that’s lacking here, but the integrity.

The Rest of the Best
But what about all the rest of the science—the “best available,” according to Holmer, don’t forget—that USFWS including in its Integrated Predator Management Plan/Draft Environmental Assessment? Among the more egregious errors and misinterpretations I cited in my comments to USFWS:

  • Another of the papers cited by USFWS has nothing to do with extinctions at all. As the authors describe it, their study was an evaluation of “whether a collar-worn pounce protector, the CatBib, reduces the number of vertebrates caught by pet cats and whether its effectiveness was influenced by colour or adding a bell.” [17]
  • Listed among the “evidence” of island extinctions were studies that—in addition to having nothing to do with extinctions—were not conducted on islands. Coleman and Temple’s 1993 survey, for example, involved rural Wisconsin residents and their outdoor cats, [18] while Churcher and Lawton surveyed residents of a small English village. [19]
  • Among the evidence that “free-roaming cats kill at least one billion birds every year in the U.S., representing one of the largest single sources of human-influenced mortality for small native wildlife,” [1] is Rich Stallcup’s 1991 article from the Observer, a publication of the Point Reyes Bird Observatory. In fact, “A Reversible Catastrophe” is little more than Stallcup’s advice—at once both folksy and sinister—about defending one’s garden from neighborhood cats (“…try a B-B or pellet gun. There is no need to kill or shoot toward the head, but a good sting on the rump seems memorable for most felines, and they seldom return for a third experience.” [21]).
  • Another of the studies cited by FWS—a 2008 paper by Sax and Gaines—isn’t about cats at all. Or even invasive animals. It’s about invasive plants. [22]
  • Citing the Centers for Disease Control and Prevention’s website, USFWS argues: “…free-roaming cats not only threaten wildlife through direct predation but also serve as vectors for a number of diseases including rabies, cat scratch fever, hookworms, roundworms and toxoplasmosis. Some of these diseases can be transmitted to other domestic animals, native wildlife, and in some cases, humans.”

    In fact, the CDC site makes no mention of cats being a threat to wildlife. And humans? “Although cats can carry diseases and pass them to people, you are not likely to get sick from touching or owning a cat.” And, notes the CDC, “People are probably more likely to get toxoplasmosis from gardening or eating raw meat than from having a pet cat.”

    (Unwilling to do their own research and writing, ABC uses exactly the same language and cites the same CDC website as USFWS. Had they simply clicked on the link, they might have avoided the blunder—which, I think, speaks volumes about little scrutiny they gave the USFWS plan before backing it.)

This is what Holmer is referring to when he says USFWS “deserves credit for bringing the best available science to bear on the management of exotic predators inhabiting National Wildlife Refuge lands regardless of the emotional aspects of the issue.”

What’s Missing
In addition to everything USFWS gets wrong, though, there’s also everything they overlooked or ignored (again, each point is covered in detail in my comments to USFWS). For example:

Mesopredator Release
“In the absence of large, dominant predators,” write Soulé et al., “smaller omnivores and predators undergo population explosions, sometimes becoming four to 10 times more abundant than normal.” [23] Several studies have demonstrated such an “explosion” of non-native rat populations as a result of cat populations being eliminated. [24–27]

As Courchamp et al. explain, “although counter-intuitive, eradication of introduced superpredators, such as feral domestic cats, is not always the best solution to protect endemic prey when introduced mesopredators, such as rats, are also present.” [26] Fan et al. warn of the risks involved with such eradication efforts: “In some cases, it may cause a disastrous impact to managed or natural ecosystems.” [25]

But USFWS doesn’t even mention the risk of mesopredator release, despite the fact that—should the population of free-roaming cats be sufficiently reduced—the situation in the Keys suggests that such an outcome is actually quite likely. And controlling these rats is complicated considerably by the need to protect Lower Keys marsh rabbits. Indeed, the MSRP warns of these rabbits coming into contact with pesticides and “poisons used to control black rats.” [5]

Based on evidence cited by USFWS itself, it’s clear that a dramatic reduction in the number of free-roaming cats in the Keys (assuming it’s possible—see below) will very likely have a negative impact on the marsh rabbit population—and may well lead to their extirpation from any Key where these rats are present.

Such impacts would also likely affect the Key Largo cotton mouse [28–29], Key Largo woodrat [30–31], and silver rice rat [32–33], all of which USFWS identifies as species of particular concern, and which are threatened—either through predation or competition—by non-native rats such as the black rat.

Removing Cats
Reports indicate that USFWS has a rather poor track record when it comes to trapping cats. Its 2003 contract with USDA, for example, yielded just 23 cats over 31 days of trapping. [34] Their efforts four years later—at a cost of $50,000—were equally ineffective. [9–10]

None of which should surprise USFWS. “Successful” eradication efforts require both extraordinary resources and profound cruelty. For example:

  • Nogales et al., describing the “success” of Marion Island, note, “it took about 15 years of intense effort to eradicate the cats, combining several methods such as trapping, hunting, poisoning, and disease introduction… The use of disease agents or targeted poisoning campaigns hold promise for an initial population reduction in eradication programs on large islands—such an approach may save effort, time, and money.” [35]
  • Cruz and Cruz point out that, of all the non-native mammals there, cats were “the most difficult to control or eliminate on Floreana Island.” Although “hunting with dogs was the single most effective method employed and it gave a sure body count,” the authors warn that “the method was costly and with the limited manpower available was only useful over small areas. Both poisoning and trapping were effective and the combination of the three methods is probably the most effective approach, as well as being the best use of time and materials.” [15]
  • Veitch describes efforts on 11-square-mile Little Barrier Island as “a determined [cat] eradication attempt” involving “cage traps, leg-hold traps, dogs and 1080 poison were used, but leg-hold traps and 1080 poison were the only effective methods.” [36] Four cats were also infected with Feline enteritis, but “because of the poor reaction to the virus no other cats were dosed and none were released… Altogether, 151 cats were known to have been killed before the eradication was declared complete. Important lessons learnt can be transferred to other feral cat eradication programmes.” [36] (By way of comparison, the Keys are approximately 137 square miles in total area.)

As USFWS admits, such methods are “not… socially acceptable” and “inconsistent with the points of consensus developed by the stakeholder group.” Yet, they offer nothing in the way of a feasible alternative; their latest plan is just more of what’s been done—and proven ineffective—in the past.

Because it’s extremely doubtful that USFWS will be able to remove the cats quickly enough to keep up with reproduction rates (again, consider the “success” stories outlined above), the most likely outcome of their plan is an increase in the number of feral cats in the Keys—and, of course, a corresponding increase in the negative impacts they have on the area’s wildlife and environment.

I fully expected ABC to support the USFWS plan. And, come to think of it, I should have expected them to blindly embrace the underlying science. After all, this is the same organization that’s been trying, since at least 1997, to sell the Wisconsin Study as valid research.

And, more recently, ABC endorsed “Feral Cats and Their Management” (also known as the University of Nebraska report) as if it were valid research.

Perhaps this is what ABC President and CEO George Fenwick meant when he wrote, in the preface to The American Bird Conservancy Guide to Bird Conservation, “every point of view has its own science.” [37]

Exceptional Predator

Photo of cat leaping after birdUsing Google to translate the page’s contents, it seems this bird—despite “mock[ing] the cat and with loud cries of diving at him from the branches of acacia”—was yet another one that got away.

In the third edition of his massive book Ornithology—“the classic text for the undergraduate ornithology course,” according to the description on Amazon.com—Frank Gill writes:

“Natural predators are a major source of annual mortality among birds, especially nestlings, incubating females, and young birds in their first year. Relentless predation is a driving force of natural selection for escape behaviors, camouflage plumage, and social behavior. With some conspicuous exceptions, however, predators don’t limit or regulate the bird populations on which they prey [1]. Instead, they take weak, sick, and young birds, many of which are part of the surplus that exceeds locally limiting food supplies.” [2, p 545]

For Gill, it seems, it’s all very straightforward; this, after all, is how Nature works. (It should be noted that, just one paragraph later, the author makes a clear distinction between islands and other habitats: “The endangerment and extinction of island birds by introduced predators is a conspicuous exception to the statement that predators don’t limit bird populations.”)

Unequal Treatment Under the (Natural) Law
Nobody opposed to TNR would deny that cats are predators—so why won’t they admit that the birds and other wildlife killed by cats are generally among, as Gill puts it, the “weak, sick, and young”?

The Carolina Raptor Center, for example, describes the role of predatory birds targeting bird feeders this way:

“Songbirds are part of the food chain just like other animals and their predators are going to look for the easiest targets. The birds that hawks are usually able to catch at feeders are the slow and sick ones. The strong and healthy ones escape, allowing their survival to produce more healthy babies.”

Cats, however, are a different matter altogether. According to the Carolina Raptor Center, they “kill a lot more birds then hawks do because hawks only kill for food, where cats kill for the sport of it.” I’ve never seen any scientific evidence to support such a claim, which may explain why so many have instead argued—again, without any support—that cats compete with raptors for food.

Who’s Crazed Now?
It wasn’t Gill’s book that got me thinking about this, though, but a comment posted last month on the Bountiful Films blog, following the release of their documentary Cat Crazed.

After listening to a CBC interview with director Maureen Palmer, whose “science” was clearly coming straight from the American Bird Conservancy, I posted a comment, stating in part:

“What you won’t find [from organizations opposing TNR] is any mention of the studies that show rather convincingly that birds killed by cats tend to be unhealthy compared to those killed by building collisions, say. Even high predation rates do not equate to population declines—as many scientists have noted.”

I also included a link to my “Predatory Blending” post. Which promptly drew fire from somebody calling him/herself “Catbird”:

“Where cats cause documented extinctions and extirpations, cat predation is additive (e.g., Hawkins 1998, Crooks and Soule 1999, Nogales et al. 2004). Researchers are interested in knowing if some cat predation is compensatory (that is, killing animals that would die anyway) (Beckerman et al. 2007, Baker et al. 2008, van Heezik et al. 2010). The purported evidence of compensatory predation is a study showing that cat-killed birds have smaller spleens (indicating that they are less healthy) than birds killed by other sources (e.g., windows) (Moller and Erritzoe 2000). Other researchers found that birds killed by cats had less fat reserves and lower muscle mass than those killed in collisions (Baker et al. 2008), but warned against assuming that this corresponded with lower fitness of these individuals. In neither instance is it possible to conclude that individuals killed by cats would have died otherwise.”

Actually, Møller & Erritzoe don’t suggest that the birds captured by cats “would have died otherwise.” But, they are quite clear about the implications of their research:

“The present study has suggested that predators like the domestic cat may select against individuals with a weak immune system, leaving a disproportionate fraction of immunocompetent individuals as survivors.” [3]

What Møller & Erritzoe observed is very much in line with what Gill describes as typical predatory behavior.

Still, though, I’m not necessarily surprised with Catbird’s “interpretation” of the science, given his/her comments and tone elsewhere in the discussion. What’s far more troubling is that so few studies on the predatory habits of cats address the topic in any meaningful way.

Sins of Omission
Take that 2008 study by Baker et al., for example. The authors are, just as Catbird suggests, quite cautious about their findings:

“The distinction between compensatory and additive mortality does, however, become increasingly redundant as the number of birds killed in a given area increases: where large numbers of prey are killed, predators would probably be killing a combination of individuals with poor and good long-term survival chances. The predation rates estimated in this study would suggest that this was likely to have been the case for some species on some sites.” [4]

But, as I’ve pointed out previously, the authors’ predation rates are inflated—in part due to their unquestioning application of the dubious multiplier proposed by Kays and DeWan. [5] Baker et al. also use low estimates of breeding density—all of which combines to diminish the apparent level of compensatory predation. Were these estimates adjusted to better reflect the conditions at the site, the “redundancy” the authors refer to would be reduced considerably.

(Frankly, Baker and his colleagues seemed quite eager to demonstrate that Bristol’s cats were negatively affecting bird populations; in an earlier study, they suggested—based, I would argue, on insufficient information—that the area might be a “dispersal sink for more productive neighboring areas.” [6])

On the other hand, at least Baker et al. acknowledge Møller and Erritzoe’s work. Many other studies don’t even go that far.

Coleman and Temple, [7] for example, failed to consider the role of compensatory predation—despite the fact that they cite sources/studies that do. [8–10] And Temple himself addresses this very topic in his 1987 paper Do Predators Always Capture Substandard Individuals Disproportionately From Prey Populations?

Using a trained Red-tailed hawk to prey on eastern chipmunks, cottontail rabbits, and gray squirrels, Temple developed the “proposition that substandard individuals are captured disproportionately when the type of prey is relatively difficult to capture but not when it is relatively easy to capture.” [11]

Which seems a very fitting description for the general case of a cat attempting to capture an adult bird. (Ground-nesting and ground-feeding birds would likely be easier prey, though Hawkins’ PhD dissertation work [12] suggests that even this assumption deserves careful scrutiny.)

Longcore et al. never mention Møller and Erritzoe (one of many shortcomings I address in “Reassessment”); neither do Dauphine and Cooper. [13]

And ABC doesn’t go near the topic of compensatory predation. (Ironic since, unlike cats, most of the “threats to birds” listed by ABC (e.g., pesticides, pollution, oil spills, collisions with towers, buildings, wind turbines, and power lines, etc.) are clearly nondiscriminatory in terms of bird mortality.)

Is it any wonder that a reasonable discussion about the impacts of free-roaming cats on wildlife is so elusive? The same stakeholders that condemn these cats for their predatory nature too often refuse to acknowledge the nature of predation itself.
